Q: I just bought a new pickup truck (which requires Combination plates) to replace my passenger vehicle, which was registered with a Governor's Preferred Plate (1 letter, 3 digits). I haven't canceled that registration yet as I wish to transfer the Preferred Plate to my brother, as the plate has been in the family for a long time. I'm assuming that I need to fill out the "Governor's Preferred Plates Transfer Request" form with my info and my brother's info. Is this all I need to do from my end? Or, do I also need to write a 'gift letter'? Can this transaction be performed by mail, or does...
