Declaring it unconstitutional. that didn t happen. in terms of trying to implement the law first says t the washington post said in the paper was they basically starved the federal exchanges of money. so all those state exchanges that were all, you know, applauding and cheering and working perfectly well, there was funding for those exchanges. but the federal exchange, no money. in fact, juliette reports that kathleen sebelius couldn t find enough money to keep programmers under her wing and so what ended up happening was all of the responsibilities were fragmented to several offices in different locations. so what ends up happening is the train wreck that the republicans predicted would happen came true largely in part because of what republicans did to try to derail ....

Which seems ridiculous. because they thought it would put that much more demand on the capacity of the web site they already knew was not going to be handled. the actual explanation she gave was well the programmers gave they had to make a choice. they were up against the deadline. chose to do that over something else. but i think the bigger part of that is is that people are going to be able to sign up on this web site. and if they don t want to do that, if they don t want to wait until the end of november they can use other mechanisms until the end of november. signing up now on the web site is not completely inoperable. they refuse to give us a number which is another thing that s ridiculous. i actually have a very small business. we are going through this process. we have insurance broker we currently have our plan in we re talking to him. we re waiting. we don t have to do it yet. a lot of people are going to wait until the last minute. let this thing go forward and let s ....

That s what we re learning. how did this go so wrong? in a perfect world most agree that it should have gone like this. the white house, president obama, would establish and outlined some goals. the department of health and human services would come up with a man to reach those goals. an agency, in this case, the centers for medicaid and medicare centers would hire computer programmers to make it all happen. and voila, there is your fully functional website. but from the beginning it appears there was a political as well as a practical side to this effort. as the policymakers dreamed up things for the website to do, programmers weren t always in the loop to discuss if it was possible. furthermore, you saw a few more of the big companies hired being grilled on what went wrong. but there were dozens of subcontractors down here running hundreds of millions of lines of computer code. testimony indicates some had little knowledge of how their work would coordinate with the work of others. t ....
