Authorities in Wisconsin are investigating an incident after two young children were found wandering around an apartment complex on Thursday night.
Staff are accused of leaving her with bruises and scratches, holding a pillow over her face and locking her in a closet at the Texas elementary school.
Child Protective Services responded and took custody of the children, and the dog was turned over to the Dane County Humane Society, Madison police said.
Police indicated the children did not have easy access to food or water.
