Man accused of killing Provo police officer no longer faces death penalty
Matt Frank Hoover, who is accused killing Provo police officer Joseph Shinners on Jan. 5, 2019, no longer faces the death penalty. Utah County prosecutors downgraded the charge from a capital offense to a first-degree felony during a preliminary hearing.
