Got two divergent philosophies when you've got local police involved versus the highway patrol because the california highway patrol would be much more aggressive. local police departments don't have as much money, therefore, they don't take as many risks because of lawsuits. so what happens here is you've got local police, but you may have the highway patrol falling in line behind the local departments there. the chp's pursuit process is pretty much depending on how much risk this driver poses to those around him. that's how aggressively they pursue these guys. we said the 105 freeway earlier...
