Members of the council voted unanimously in favor of commuting the sentences of convicted first-degree murderers William Allen and Thomas Koonce.
William Allen urged the Governor’s Council to commute his sentence from first- to second-degree murder, making him eligible for parole.
"I promise I will make you proud by doing good and being good. I won't let my fellow prisoners down either," William Allen of Brockton said.
A hearing was held Wednesday on whether to commute the sentence of a man convicted of first-degree murder in a 1994 slaying.
