Strongest winds are usually on the north or the northeast quadrant of the storm. that s the part you want to avoid. that s usually where we have the maximum sustained winds are usually measured in this region. so if this northeast quadrant can stay offshore, that will usually mean weaker winds. these are pretty good thunderstorms on the back side. the other thing that it means, if we have a parallel the coast, we don t get that water piling up. we don t get the high storm surge. it s much worse if you have a storm approaching a coastline when we get them in the gulf like katrina. it hit like a tee. and that pushed all the water and the water had nowhere to go. here the water hits the coastal areas as it s moving along. and the backside winds push it down. it doesn t allow the water to accumulate. it makes a big difference the angle of approach. this angle of approach will bring high winds, but it shouldn t bring the peak winds unless they get that northeast quadrant over the outer bank ....

It s been choppy all day. this is not the calmest water, but you re not seeing white caps here. we re not in danger of overtopping the peer pier. that s a wooden pier over there. you can see the tide is higher than it would be, but not as high as it was anticipated being. i m in charleston harbor. that the ocean. fort sumter is out that way. the storm is right now closer to myrtle beach. we re now at the back end of it. the hardest part of the storm, a hurricane is that front quadrant when it s coming up to you. things have calmed down. there s a lot of rain around here and still flooding in the charleston area. but it is heading northeast. this storm might make landfall as a category 2 hurricane in north carolina. i want to go to conway, south carolina, which is north of where i am now. molly hunt er is standing by. what s the situation where you are? ....

We have the latest from our team in the hurricane zone, bahamas and at the white house. i want to get started with msnbc ali velshi on assignment in charleston, south carolina. talk about the conditions on the ground. what s changed? windier. gusts of i would guess 50 miles an hour coming in. give you a sense of it. i m in charleston harbor. the surf is coming in. we re within a few feet of this surf topping the pier we re on. take a look that way. that is southeast. you can t see it now. this is all charleston harbor, which means there s nowhere to go except on land. you can see on a clear day fort sumter over there and then the atlantic ocean. this is 70 miles south southeast of here moving north. it s not going to come it will get very close to us over the course of the next few hours. what we ve got, you ve got that top left quadrant of the storm. the water is all coming in from ....

So it hatteras. so it looks like the forecast, at least the center line, shifted about ten miles towards north carolina. closer to the coast? and that means higher winds could move on shore than was previously forecasted. that means heavier rain on if shore. if you re in eastern north carolina, your odds of getting a direct hit from a category two hurricane have been increasing and is now likely. i d say a landfall is even likely now. we re talking about from cape hatteras down to where the ferry here is cedar key back down there atlantic beach, emerald a isle. a lot of people know camp lejeune and the military marine base there. that s going to be very close to being in the eye of this storm. wrightsville beach, that s going to be close to it too. even to charleston, this distance is very tight here. there s a chance they could be in some of the peak winds. usually the peak highest winds are what we call the northeast quadrant of the storm. ....
