অতিমারিতে পরিবহণ ক্ষেত্রের আর্থিক বিপর্যয়ে কিছুটা সুরাহা দিতে বুধবার রাজ্য বাজেটে ৩১ ডিসেম্বর পর্যন্ত পথকর এবং অতিরিক্ত কর মকুবের প্রস্তাব করা হয়েছে।
সামগ্রিক ভাবে সরকারি সিদ্ধান্তকে স্বাগত জানালেও পরিবহণের সঙ্গে যুক্ত অধিকাংশের মতে, এই সিদ্ধান্তে খুব সামান্যই সুরাহা হবে। কর ছাড়ের সিদ্ধান্ত অনুমোদনের পরেও সেই নির্দেশ বিভিন্ন আঞ্চলিক দফতরে পৌঁছতে অনেক দেরি হয় বলে অভিযোগ বেসরকারি বাস, মিনিবাস, ট্যাক্সি, অ্যাপ ক্যাব সংগঠনের। অভিযোগ, শেষ পর্যন্ত বাস্তবে সেই ছাড়ের সুবিধা খুব অল্প সংখ্যক গাড়ির মালিকই নিতে পারেন।
অল বেঙ্গল বাস-মিনিবাস সমন্বয় সমিতির সাধারণ সম্পাদক রাহুল চট্টোপাধ্যায় বলেন, ‘‘জুন পর্যন্ত যে-ছাড় ছিল, তার সুবিধাই এখনও অনেকে নিতে পারেননি। এককালীন ছাড়ের ব্যবস্থা হলে খানিকটা সুরাহা হত।’’ তিনি জানান, কর ছাড়ের সঙ্গে ভাড়া বৃদ্ধির সিদ্ধান্তও জরুরি। নইলে বেসরকারি পরিবহণের সমস্যা মিটবে না। বাসমালিক সংগঠনগুলির অভিযোগ, এক বছরের কর ছাড়ে বড়জোর ১২-১৪ হাজার টাকা সুরাহা হতে পারে। কিন্তু বছরের বেশির ভাগ সময় তো গাড়িই চালানো যায়নি। ফলে ক্ষতির পরিমাণ বহু গুণ। ব্যাঙ্কের বকেয়া, বিমা রক্ষণাবেক্ষণ, ডিজেলের মূল্যবৃদ্ধি, টোল প্লাজ়ায় খরচ বৃদ্ধি— সব মিলিয়ে আর্থিক দায়ভার কয়েক লক্ষ টাকার। সেই তুলনায় সরকারের দেওয়া ছাড়ের পরিমাণ নগণ্য।

মিনিবাস অপারেটর্স কো-অর্ডিনেশন কমিটির সাধারণ সম্পাদক স্বপন ঘোষ বলেন, ‘‘সরকারি অনুদানের চেয়ে বেসরকারি পরিবহণের স্বনির্ভরতা ফেরানো জরুরি। সেটাই টিকে থাকার উপায়। কর ছাড়ে সুরাহা সামান্যই।’’ সিটি সাবার্বান বাস সার্ভিসের টিটু সাহা জানান, কর ছাড়ের সুবিধা পেতে আগের সব বকেয়া মিটিয়ে দিতে হয়। ফলে আদতে সেই সুবিধা পাওয়া জটিল এবং সময়সাপেক্ষ। এআইটিইউসি-র ট্যাক্সি এবং অ্যাপ ক্যাব সংগঠনের নেতা নওলকিশোর শ্রীবাস্তব বলেন, ‘‘কয়েক হাজার টাকার ছাড়ের জন্য অনেক কাঠখড় পোড়াতে হয়। তবু এই ঘোষণাকে স্বাগত জানাচ্ছি। কিন্তু ট্যাক্সি, অ্যাপ ক্যাবের ভাড়া বৃদ্ধির বিষয়ে দ্রুত বিবেচনা করা প্রয়োজন। নইলে যাত্রী বা পরিবহণের সঙ্গে যুক্ত মানুষ— কারও সমস্যাই কমবে না।’’

বাস ভাড়া নিয়ে রাজ্য সরকারের অনমনীয় মনোভাব বুঝে কিছুটা সুর নরম করে ধীরে চলার পথ নিতে চলেছে বেসরকারি বাসমালিক সংগঠনগুলি। এর ফলে আজ, বুধবার থেকে কলকাতায় বাসের সংখ্যা কিছুটা বাড়তে পারে বলে খবর।
বিভিন্ন রুটে বাস সচল হওয়ার সম্ভাবনা রয়েছে। যাত্রীদের অনুরোধ করেই কিছুটা বাড়তি ভাড়ার আর্জি জানানো হতে পারে বলে জানা গিয়েছে। সে ক্ষেত্রে যাত্রীদের দূরত্ব ভেদে ১০, ১৫ বা ২০ টাকা ভাড়া দিতে হবে।
ডিজেলের বর্ধিত মূল্যের পরিপ্রেক্ষিতে এত দিন বাসমালিক সংগঠনগুলি বলছিল, ভাড়া না বাড়ালে বাস রাস্তায় নামানোই সম্ভব নয়। এ বার তাদের দাবি, তারা কাউকে বাস চালাতে জোর করবে না, নিষেধও করবে না। যাত্রীদের সহানুভূতির উপরেই আস্থা রাখতে চাইছেন সংগঠনের নেতৃত্ব। এ দিন ‘অল বেঙ্গল বাস-মিনিবাস সমন্বয় সমিতি’র সাধারণ সম্পাদক রাহুল চট্টোপাধ্যায় বলেন, “সমস্যার কথা বিস্তারিত ভাবে সরকারকে জানিয়েছি। সরকার বিবেচনা করার আশ্বাস দিয়েছে। এই অবস্থায় আমরা বাস চালাতে জোর করব না। আবার নিষেধও করব না।”

বাসমালিক সংগঠন সূত্রের খবর, কলকাতা ও পার্শ্ববর্তী জেলায় যত বাস নামছে, বেশির ভাগই যাত্রীদের থেকে বেশি ভাড়া নিচ্ছে। তাদের অভিযোগ, ধর্মতলা থেকে দূরপাল্লার বিভিন্ন রুটে যথেচ্ছ ভাড়া আদায় হচ্ছে। কোথাও ভুয়ো চার্ট ছাপিয়ে ভাড়া নেওয়া হচ্ছে। কোথাও যাত্রীদের অনুরোধ করে অনুদান হিসেবে বাড়তি ভাড়া চাওয়া হচ্ছে। উদ্ভূত পরিস্থিতিতে বাসমালিকেরা কে, কোন পন্থা নেবেন, তার উপরে তাঁদের নিয়ন্ত্রণ থাকবে না বলে মত সংগঠনের নেতৃত্বের। তবে ভাড়া নিয়ে যাত্রীদের সঙ্গে সংঘাত হলে ফের বাস বন্ধ হতে পারে বলে জানাচ্ছেন মালিকেরা। ‘বাস মিনিবাস ওনার্স অ্যাসোসিয়েশন’-এর সাধারণ সম্পাদক প্রদীপনারায়ণ বসু বলেন, “মানুষকে অসুবিধায় ফেলতে চাই না। কিন্তু বাসমালিকদের দুর্দশাও কম নয়। যে, যে ভাবে পারবেন, বাস চালাবেন।”

A section of private bus and minibus operators has decided to resume their services on Tuesday charging fares that have been locally agreed upon, instead of the one approved by the state government.
At a meeting of bus owners to discuss their course of action late on Monday evening, several operators said commuters across many routes in Calcutta had told them that they were ready to pay increased fares provided the hike did not pinch them too hard.
