Anxious to get home for the holidays. with the fate of a nuclear arms agreement with russia at stake the newfound spirit of compromise in congress may have run short ahead of tomorrow s final vote. tracie potts joins us from washington with more. good morning. reporter: lynn, the president is putting off his holiday vacation to hawaii to get this done. there s a vote scheduled tomorrow in the senate to see ne can move the ratification of this treaty forward. the s.t.a.r.t. nuclear treaty with russia would reduce both country s warheads within seven years and establish a verification and inspection system. some republicans think that system is too weak. others are concerned the treaty will prevent the u.s. from developing missile defense. others just don t like the idea of rushing this through before christmas. i don t think you can have a serious debate between now and january 4th. this treaty needs to be fixed and we are not going to have the time to do that. it s an important ....

Resolution of ratification. the resolution of ratification is where some republicans want an amendment by john mccain to codify the language the president has been using trying to tell the senate there is no harm to the missile defense system. senator mccain said this is very important to him. he did not say he would support the treaty but he says it is important. if john mccain could get behind that he could bring votes. mark kirk says what happens with john mccain s amendment is important to him and we need to watch those votes in the next couple of days. we saw the news conference with jon kyl and lindsey graham. john mccain was not there. that is the tipoff to me he may still be in play. that is what i m hearing as well. john mccain did not tell me definitively he will support it. it is very important to john ....

You believe the start treaty is harmful for the average american. why do you believe that? let me make two points. first of all this process has not been conducive to a good and thorough debate with opportunity for amendment, either to the treaty or the resolution of ratification. we ve really only had about four days. and this is something that we ve predicted a couple of weeks ago, that with all of the other things the leaders tried to do, there wouldn t be an adequate time to properly consider t. so even if you think at the end of the day the treaty is not that bad the process under which it s being debated does not allow the kind of consideration that something this important deserves. on the treaty itself, as carl cameron pointed out, there are issues relating to whether it was unduly limit the deployment of u.s. missile defenses to protect our country. there are issues relating to verification, the processes for understanding whether the other side are cheating here are far les ....

The house were saying just a few weeks ago, why wasn t the president fighting to the last date right up to christmas on this tax bill? well, one of the reasons was they realized they had to get a tax bill out of the way. the republicans were on record as saying they weren t going to deal with any other business until they got that through. and this gave them the breathing room and the time to not only get this don t ask, don t tell repeal through, but now it looks like later today, ratification of the s.t.a.r.t. treaty, maybe the 9/11 bill, a lot of other business. so, as the president of the united states and leader of the democratic party, barack obama, was foreseeing the devastating results of election day in november, he was foreseeing the fact that he had a lot of calculation to make. had he fought it through christmas and accepted the fact that the taxes would have gone up and been lowered by the republicans coming in in january, the collateral damage would have been this bill. ....
