state from publishing a law. the secretary of state can t just refuse to publish a law because of procedural or constitutional concerns. and, you know, that speaks to the fact that a judge cannot simply block the publication of a law because she doesn t like what s inside of it. lieutenant governor, let me get this straight. you have two issues going on here, the secretary of state delayed the publishing the law for a couple of weeks and now everyone is scrambling to go by the old rules and cut deals with unions before your new law goes into place. at the same time, a judge rules that we re going to review this there s enough in this case to review it and to review it, i m going to put a temporary restraining order on when i study the legality of what i did. you re on two paths here? you re absolutely correct and on both of those paths we see an obvious path to the law being on our side. we have followed the rules. i am fully confident that both

happen, first we are joined by rebecca clayfish, the lieutenant governor of wisconsin, good to have you here today. good morning. martha: any sign these folks are coming back and you ll get a vote by the end of today? well, i know there has been some contact, but, i don t imagine a vote in the senate today. but i ll tell you this: democracy has not screeched to a halt in the state of wisconsin, the only thing that screeched to a halt is sentence participation in it and we urge them to come back to work, do their jobs and, represent their constituents, because, right now, there are bills being passed without senate democrats and they need to come back and vote, because the assembly is prepared to do it. martha: all right. what about the senate side? how is the process going to go forward, let s assume they don t come back, for several days and i know of a looming budget deadline on friday and tell us what will happen? how will it play out? on friday, our bonding authority is goin
