Existing law. what this is supposed to do is define the rules and scenario and the process where by another country or part of another country can seek to join the russian federation. a reverse annexation where part of another country said we would like to join russia. it describes the scenario where a government is not protecting the citizensment international law is not working and there is no consensus under that scenario. the people of a country or of a region would hold the referendum and they would be able to join the russian federation. at the moment it is just a draft. it's a committee...
