Preliminary report last week which said the plane had a tail wind of 21 miles per hour with gusts up to 28 miles per hour. they believe weather did play a role in the crash. we had aviation expert mike foye take a look. here are his thoughts. >> the pilot shouldn't have landed. i think that's what they are going to come out with. a heavy tail wind, tried to get down. they didn't have the skills to get outfit it and the airplane did crash. the good news is two people survived in that. it's clearly going to be something that involves pilot error or pilot decisions. >> reporter: now, the ntsb say...
