The sheriff said the prisoner took advantage of a "vulnerability" while the vehicle was stuck in heavy traffic.
According to state police, the escape happened during a major traffic backup that was caused by repairs being made to a gaping hole in a bridge deck.
Sky5 flew overhead and saw a work crew using equipment to work on the hole while traffic continued to pass in the two lanes that remained open.
The crash that involved an overturned vehicle happened on the southbound side of the highway near Exit 53.
State police say one of the vehicles had rolled over onto its side and was engulfed in flames.
