So, if an advisory group punts $54 million in land for the Route 53 extension to the Illinois Department of Natural Resources for a state park, who makes the final call? That would be Gov. J.B. Pritzker and his cabinet. But the IDNR would require operating funds before it takes the greenway, and there are other road bumps.
