DURBAN - THE NGO Black Sash says the SA Social Security Agency (Sassa) has revealed that over 2 million approved Covid-19 Social Relief Distress grant beneficiaries have not received their payments.
In addition, over a million people whose SRD grants applications were approved on appeal, were also still expecting payments.
“That means one person could be waiting to be paid for more than one month. We can safely say that more than 700 000 people were affected by this. The same situation applies to appeals. Appeals can be multiple appeals for the same person and about 200 000 people were affected,” said Paseka Letsatsi, Sassa’s head of communications.

Opposition parties have criticised the government for stopping the R350 social relief of distress grant which was introduced to address poverty at the beginning of the Covid-19 lockdown last year.
This as social development minister Lindiwe Zulu tabled her department's R205bn budget for the 2021/22 financial year on Tuesday.
She said the allocated budget was a reduction of R6.5bn from the initial allocation of the 2020/21 medium-term strategic framework, which will culminate into cumulative reduction of R38.5bn over the next three years.

The agency says recipients haven't been paid because government's in the process of transiting to the current financial year.
Government's financial year ended last month. Spokesperson, Sandy Godlwana says before any payments are made in the current financial year - tasks from the previous financial year -- need to be completed.
"Sassa would like to apologize for this break in payments and would like to reassure all deserving applicants for their relief grant who have been affected that payments will be made as soon as the administrative processes have been finalised."

Delays in R350 Covid-19 grant payment due to 'transitioning' glitch: Sassa

TimesLIVE reported that earlier this year the National Treasury allocated R2.1bn to extend the grant until the end of the month.
Explaining the glitch, the department said the end of March is the end of the financial year for the government and various administrative tasks are required before any payments which relate to the previous financial year can be made.
“Sassa is busy with these end-of-financial-year tasks, which has delayed payment. Sassa received confirmation of the extension of the relief grant on February 11, after all its administration systems had in fact been closed at the end of January, which was the previously announced closing date for this grant,” said department spokesperson Sandy Godlwana in a statement.

The COVID-19 social relief of distress grant has exposed long-standing challenges at payment sites across the country, especially in rural areas where recipients are exploited and paypoints are not in good condition and robbed routinely.
With a further three-month extension on the COVID-19 grant, hundreds of Eastern Cape beneficiaries in particular will continue to struggle to collect their R350 from Post Offices. Those who live in rural areas have to walk long distances or sleep outside the premises to ensure they get their money. But it is not only the recipients who have been affected.

The threat of hunger is a hidden menace to our society
20 January 2021 - 07:27
The debates around alcohol, which stemmed from the ban of alcohol sales, have made me think about food provision and about hunger in our country.
There is question about whether our health services were saved and unburdened because of the absence of alcohol or because of the curfew. What I am interested in interrogating is the impact of hunger on our country. I think we do not give enough attention to the impact of hunger and how that militates or negates our efforts in the fight against Covid-19 and other related diseases...
