Witnesses in slay of man with autism in Valenzuela City afraid to speak up – victim's mom – Manila Bulletin

Helen Arnigo, mother of Edwin, a man with autism who was shot dead allegedly by police in an operation in Barangay Lingunan, said there are “a lot” of eyewitnesses who wanted to help them and tell the truth. However, they fear for their family’s safety.
“Inaano nila, paano sila makasiguro na mga pamilya nila ay safe dahil ang kalaban po ay pulis (They worry about how to ensure that their families are safe since they will go against the police),” she said in TeleRadyo interview.
“Takot po silang lumantad. Kasi ang pamilya daw po nila baka malagay sa kapahamakan (They’re afraid of telling about what happened because their families might be in danger),” she added. ....

Valenzuela police assert slain 18-year-old with special needs engaged officer in gun scuffle

The Valenzuela City Police Station (VCPS) has released its side regarding the death of an 18-year-old man with special needs and maintained the latter tried to take the gun from one of its police officers.
In a post on its Facebook page Monday night, VCPS said Master Sergeant Christopher Salcedo, the police officer accused of killing, was conducting a raid at an illegal tupada or cockfighting site in Barangay Lingunan on Sunday afternoon when victim Edwin Arnigo, a man with autism, suddenly appeared. By that time, Salcedo was manhandling an apprehended individual.
“Bigla umanong sumulpot si Arnigo at nakipag-agawan sa kanya ng kanyang baril na kaagad pumutok at tumama sa kaliwang tagiliran (Arnigo suddenly appeared and fought over the gun, which eventually fired and hit at his side),” VCPS said. ....
