The CID claims that Naidu played a pivotal role in diverting funds through a deceptive Memorandum of Understanding (MOU). The scheme allegedly involved collusions between Siemens representatives and government officials, inflating costs and bypassing regulations. The investigation revealed fake invoices and a lack of actual goods or services.
