The Democrat is ahead in the race for governor but the Republican hasn't conceded both of them are certainly fighting in acting like this is an incredibly close race especially with Governor Bevan who got tons and tons of help from President Trump and surrogates who came out to try and do his campaign coming up here in the. News in Washington I'm Lakshmi saying in races signaling how loaders may lean heading into the 2020 presidential election many seats have gone blue in Virginia the Democrats have seized control of both the State House and Senate for the 1st time in a generation and in Kentucky the Democrats are claiming victory in the race for governor despite President Trump's attempt to rally voters behind incumbent Matt Bevan with the March an extremely close between the rivals Bevan refused to concede N.P.R.'s Monica much narrow has more on the take away one takeaway from last night's elections in Kentucky in Virginia is that the politics of health care and guns may be moving left an incumbent Republican governor Matt Bevin in Kentucky really went after the Medicaid expansion that took place by the Democratic governor before him he tried to institute work requirements for Medicaid which would have resulted in tens of thousands of Kentucky losing health insurance and in Virginia you know a lot of the activist groups gun control groups really poured a lot of money the outspent the n.r.a. And I'm Robin Young I'm Jeremy Hobson is here and now many of the results are in from yesterday's elections around the country in Virginia Democrats took control of the state legislature for the 1st time in decades in Mississippi Republican lieutenant governor Tate Reeves won the governor's race against Democrat Jim Hood by just over 5 percentage points and the governor's race in Kentucky remains too close to call the Republican incumbent Matt Bevin has refused to concede after his challenger the state's Democratic attorney general Andy Bashir declared victory last night. I haven't had an opportunity yet to speak to Governor Bevan But my expectation is he will not or he will honor the election that was still tonight when he will help us make this transition and I tell you what we will be ready for that 1st day in office and out of. Joining us now is Rylan Barton state house reporter for Kentucky Public Radio and a germy so Bevan still hasn't conceded the race last night he cited unspecified irregularities in the election what are you hearing from his campaign and the state Republican Party is he going to formally challenge the results we haven't heard anything from him yet it's still left at that claim of irregularities which we know nothing about the one thing is the Republican president of the state Senate. Raise the possibility of a recount a recount of the election and even possibly an election contest we don't have automatic recounts in Kentucky that would have to be up to the governor the governor's campaign to request that but then election contest is kind of a crazy process where the results of the election with ultimately be determined by the legislature and something like that hasn't happened in Kentucky since $899.00 but when you look at the numbers with 100 percent of precincts reporting Bashir had a lead of just over 5000 votes out of more than 1400000 cast when you look at the turnout it was up quite significantly up to 42 percent over 31 percent when Governor Bevan was elected in 2015 do we know why. I think that there are just a lot of people who are interested in the selection and actually you know it goes on both sides there are more people who are voting for the governor there remote more people voting for Democratic attorney general and to share who you know got more votes in the selection I think there is just a lot of interest in this so there are a lot more people who are paying attention and you know there is a lot of a national attention on this race as well we had the President Trump come in just on the eve of the election to try and lend a helping hand to Governor Bevan at the last minute and President Trump said in a tweet that better than picked up at least 15 points in the last few days with Trump's help is that true Was he down that far yet nobody has seen a poll that showed better than that far behind head of the election I certainly haven't this election was widely considered to be neck and neck for a really long time granted we didn't have a lot of public polling in this race we had 2 polls conducted by the same polling firm nearly a year apart frankly and it showed Bevan actually coming back from about an 8 point deficit from last December to a neck and neck tie just ahead of the election so we weren't sure if either candidate were you know ahead both of them are certainly fighting and acting like this is an incredibly close race especially with Governor Bevan who got tons and tons of help from the White House and from President Trump and surrogates who came out to try and buoy his campaign what would you say were the most important issues for voters in this election. I think that health care is a really big issue Governor Bevan's attempts to reshape Kentucky's Medicaid system this is the work requirements that you hear a lot about he wanted to require most beneficiaries to prove that they're working or in school in order to keep their benefits education is obviously a huge issue teachers protested governor Bevan's policies over here trying to basically reshape the state pension system and weaken pension benefits for future state workers teachers descended on the state capital by the thousands to protest those policies as well as a lot of education funding issues and charter schools teachers are a huge factor in this race they really flex their muscle and tell us about Bashir who could well be the next governor of Kentucky. Bashir is the son of that its predecessor former governor Steve Beshear he's been the attorney general for the last 4 years he's he spent much of his time in office suing governor Bevan over a lot of his policies granted governor Bevan had really made a lot of efforts to kind of push executive power in the state and I think that having this relationship of a Republican governor and a Democratic attorney general at the same time made for some very interesting and fracture situations he sued over the governor's pension policies most famously end up getting struck down by the state Supreme Court that was you know a big rallying cry once again for teachers and other state workers who really didn't like the governor's stance on that but yeah he says that he's going to stop the governor's plans to reshape Medicaid and he's going to try and boost funding for public education he wants to do that by legalizing casino gambling in Kentucky which the rip fully Republican led legislature says is going to be a nonstarter that Israel and Barton whose state house reporter for Kentucky public radio as we continue to watch the governor's race there thanks thanks so much I mean well the House Intelligence Committee has announced today that the 1st public hearings of the impeachment inquiry into President Trump will start next week and as part of that inquiry Democrats requested a deposition from Acting White House chief of staff Mick Mulvaney he's not expected to comply but he's believed to be central in the controversy over aid withheld from Ukraine and the campaign to pressure investigations into Joe Biden and the computer server used in the 26000 election remember last month at a press conference Mulvaney described what sounded like a quid pro quo which prompted this from Jonathan Karl of a.b.c. News but to be clear what you just described is a quid pro quo it is the funding will not flow in less the investigation into the into the Democratic server. Happened as well we do we do that all the time so foreign policy and I have news for everybody get over it Mick Mulvaney is. Former fast rising congressman from South Carolina Jamie Love Grove has covered him for the Post and Courier in Charleston South Carolina and in Washington so Jamie Mulvaney later walk back what he said but he said it mean some people would say he told the truth but were people in South Carolina surprised by what others saw as Mulvaney stepping in it. You know I think folks fall the make no money that South Carolina has known for many years is a blunt straight talker he is someone who is not going to shy away from confronting the truth is that other folks may be skittish about and that's certainly true of his approach to spending for example but you know in this particular situation it was pretty clear that he recognized immediately afterward this press conference that he should not have said some of the things he did he got quite a lot of pushback on Capitol Hill there are folks up there who actually have taken somewhat of a similar approach to him saying that even if there was a quid pro quo you know that that doesn't really matter but the White House line so far has been that there was no quid pro quo and so he was obviously counter to that message there and that did create a bit of a headache it seems in the White House Jamie it's funny you mention that because there have been reports of Republicans huddling to come up with a new approach to the impeachment inquiry and one of the approaches is to acknowledge that there was a quid pro quo but that in fact that is not an impeachable offense so Mick Mulvaney might have been ahead of the curve when he spoke at that press conference as it is it turns out but tell us more about him you talk about him and spending cuts he's known as a fiscal hawk helped start the house freedom Caucus when he was a congressman he called out the Obama administration for the high national debt even though experts at that time of calling for spending because of the economic crisis and that worked that policy then worked now is in the White House where apparently his calls for cuts to Social Security Medicare other programs dollar has rejected them. That's right off and his former colleagues and friends in the house freedom caucus you know they'll they'll tease him that he's always getting bossed around over there and isn't achieving any of the things that he set out to do and as he often tells us you know he may be losing but at least he's losing at the highest levels. And had seems to be some consolation for him you know he said in his confirmation hearing when he was 1st getting to the Office of Management Budget that he understood that President Trump was not as ideologically driven to cut spending as he is but he said that you know if he feels like he does have some influence with the president the president is willing to hear out differing points of view and he feels like he does you know have some level of influence on the outcomes at the end of the day even if they are not the radical cuts that he might like in a perfect world it's been a split tries he brought down a Democrat in 2010 to get his job as congressman went on to as we say rise in Congress starting the house freedom caucus he's called Social Security a Ponzi scheme proposed abolishing the e.p.a. Calls himself a right wing nut job but again 1st and foremost a hawk on fiscal responsibility and here he is not just with President chump who won't do the cuts he wants but the deficit is up to nearly a trillion dollars considering unusually good economic times is he being the man that he ran on in 2010 you know it's been striking that he has not been more frustrated but yes I think there has been some disappointment that he has not been able to do as much federal spending as he would like but I think he continues to push for as much see can in the why. This is here and now the headline from the latest assessment of American 4th and 8th graders is that over the last 10 years the achievement gap has been widening between the highest and lowest achieving students overall math and reading scores haven't changed much but there was a bright spot in Mississippi which made the greatest leaps of any state in reading Bracy Harris joins us now she's an education reporter for The Hechinger Report and she's in Jackson Mississippi Welcome thanks for having me and you know Mississippi is traditionally thought of as a state that scores below the national average but this year the 4th graders close that gap in reading what happened a lot of credit has been given towards in recent years the state sort of coalesced scene around evidence based practices such as concentrating on phonics instruction really providing a lot of professional development to teachers there's also been an investment by the state in reading coaches that are provided to schools that have a low number of students scoring at or above grade level on the 3rd grade reading gate and some of the catalyst for that has been attributed to the state's literacy pastes Promotion Act which basically requires 3rd graders here t. Diminish straight as a certain level of reading ability before they're promoted on to the 4th grade and it's almost one in 10 3rd graders are actually being retained this year and a significant portion of those did not pass that they're great so how does that help the test scores go up the literacy based Promotion Act the sort of the stick if you will the threat of having a lot of 3rd graders being held back has caused a lot of school districts to try to strengthen their literacy promotion one example I've seen in districts and the Mississippi Delta which has long struggled with a teacher shortage we've seen some districts sort of rearranging their 3rd grade classes so they have a license teacher instead of a long term substitute. So does that mean that it would be better for other states that are having problems with literacy to start holding back more or at least threatening to hold back more students if they can't pass the test I mean that would be a really big policy decision for other states to make Mississippi is a police one of 16 states that have made mandatory retention laws but I think you know when you look at the 8th grade reading scores that dropped in $31.00 states some of those states that are present might have a mandatory written law so there's also got to be sort of an investment right made and strengthening literacy promotion and even starting younger then the 3rd grade so overall our kids getting a good grasp of learning how to read in Mississippi right now or is there still a long way to go yeah I would say it's sort of a mixed bag I mean again I think it is pretty noteworthy that we have a number of school districts in Mississippi that had to retain more than a 3rd of their 3rd graders this year and also the gaps between the top percent scores in 4th grade reading and the bottom 10 percent of scores in 4th grade in Mississippi I think it's safe to say isn't narrowing probably as quickly as state officials and educators here but like is there any evidence that holding students back when they're young in 3rd grade let's say makes them better off in the long term yeah there's a lot of contested research around the Senate sort of an ongoing debate between I would say education experts one of the more recent studies from a Harvard based professor looking at Florida's retention last saw that holding children back there that did not pass their 3rd grade reading gate neither made them more likely or less likely to graduate from high school but he also cautioned that that wasn't. You know Pacific indorsement of that law but they're still sort of a mixed bag of research what do parents and teachers think of the retention law in Mississippi there's a little bit of disappointment with their children being judged off of the tests one difference between Mississippi and Florida for example as in Florida children that don't pass the 3rd grade gate they're often have the option of presenting a sort of portfolio that might serve as an exemption for their promotion to the 4th grade and Mississippi has a few exemptions for c. Units to gain that promotion but it's pretty limited earlier this year Mississippi toughen the bar for passage and I did talk to some parents that felt that their children were being left behind as a result of this posse So as someone who has covered public education for a long time what do you think the one thing Mississippi needs to do to continue making progress on education is. I would say coalescing around the need for more resources in the state's public school system just sort of making sure that every classroom in the state has what it needs for that strong evidence base literacy instruction is going to be one of the keys to move the Mississippi forward as Bracy Harris of The Hechinger Report joining us from Jackson Mississippi Bracy thank you thank you and teachers or parents out there do you have ideas for getting the test scores up or for narrowing the achievement gap between students at the top and bottom of the class let us know at hearing now dot org. For decades animal welfare organizations have struggled to help protect birds and other wildlife from cats that freely roam outside in Portland Oregon a unique partnership between the feral cat coalition of Oregon and Portland Autobahn is working to create a new approach. It's starting to catch on across the country Monica some from Oregon Public Broadcasting reports kharma Crimmins was driving down a street in southeast Portland when she noticed a few stray cats near an old building the next day she went back and to her surprise a few cats turned into 50 cats and I can hear out where are they coming from there's no houses this is totally industrial these cats are clearly not tame I'm not going to able to touch him or why am I going to do fencing kept Crimmins from trying to rescue the feral cats so she slid a plate filled with cat food under the fence and then I went back the next day and I would pull it out and put food in and every day they were there and every day there was more of them after some research Crimmins found out about a group called the feral cat coalition of Oregon its mission is to reduce the population of strain feral cats by trapping them neutering them and if the animal can be tamed or adopted returning them to the wild Crimmins eventually became a volunteer with the coalition which reached a big milestone this summer neutering its 100000 cat cat lovers consider this trap neuter return method and ethical alternative to euthanizing strained feral cats that brings us to a big reason for friction between cat and bird groups one side wants to put feral cats back on the streets the other side says that just puts more wildlife in mortal danger and that's where the debate is really sad as to whether we should do this trap neuter and return or whether it's an effective strategy that's Bob Salinger director of conservation at Portland Audubon where the wildlife care center treats about $3000.00 animals every year the number one cause of intake cat predation one recent study says feral cats have contributed to the extinction of 63 wildlife species worldwide Portland autobahns approach was to simply tell people to keep their cats indoors but after reviewing decades worth of data on the practice Salinger decided that Portland autobahns method wasn't working he wanted to find a new approach that's when he learned about the feral cat coalition when I went to their website what I saw was a mission statement that was almost identical. Our goals around this issue which is basically reducing the number of free roaming cats in the environment so I reached out to them and said you know maybe we have something in common here maybe we can work together Karen Krause agrees cross as executive director at the feral cat call ition she says there was enough common ground for partnering up with the autobahn to work both groups could see where the overlap was and decided that working in that overlap together made us more powerful and better for the community than either one of us working on our own after conducting surveys with cat owners in the community a new outreach idea was created the cat safe at home campaign the goal is to help educate cat owners about keeping their cats safely indoors and clued in using Kathy O's a do it yourself outdoor enclosed safe space for domesticated cats you know it's funny for me because when I started this idea was 1st brought back to characterize the feral cat. As a cool idea. This is here and now House Intelligence Committee chair Adam Schiff announced today that public hearings in the house's impeachment inquiry into President Trump will start next week so those open hearings will be an opportunity for the American people to evaluate the witnesses for themselves to make their own determinations about the credibility of the witnesses but also to learn 1st hand about the facts of the president's misconduct the hearings will begin Wednesday with William Taylor acting ambassador to Ukraine as well as deputy assistant secretary of state George Kent that announcement from Democrats comes after one key witness u.s. Ambassador to the e.u. Gordon Sunland revised his testimony saying he did tell a top Ukrainian official that military aid was conditioned on political investigations that President Trump wanted I spoke earlier today with Democratic congressman Jamie Raskin of Maryland he's on the House Judiciary and Intelligence Committees and I asked him about how significant he found that testimony from Gordon Sohn that reversal that the ambassador did deliver a quid pro quo message to the Ukrainians Well it's pretty significant to me I remember reading Mark Twain saying that if you always tell the truth you never have anything to remember but he had a lot to remember and I guess he said his recollection was refresh by other people's testimony and he remembered what he described as a quid pro quo it's interesting to me that the president's defenders after denying a quid pro quo are now falling back on quid pro quo as the defense of the president because of course the actions that took place in Ukraine were a shakedown it was. Far more serious than just you give me this and I'll give you that it was withholding hundreds of millions of dollars in military and security assistance until the Ukrainian government coughed up the political information that the president wanted to essentially plant on the Bidens in and. The Ukrainian government confirmed the discredited Ukrainian conspiracy theory about what took place in the 16 election do you think though that this new information is going to change the minds of any house or senate Republicans Well what's happening is that the president's factual defenses are successively collapsing and there have been different efforts to mount a defense but there's really no alternative hypothesis about what happened there was an organized shakedown by Donald Trump and Rudy Giuliani and his little team of henchmen who worked 1st to smear the u.s. Ambassador you're fond of edge and then to drive her out of office to clear the pathway for them to shake down the Ukrainian government there's no rival narrative here everybody agrees and we're just getting witness after witness distinguished public servants State Department employees foreign service officers telling their side of the story and their impression of what took place but all of them add up to the same thing and so this is why over the last couple days it seems as if the president's defenders have turned back to the search for the Holy Grail who is the whistleblower in to me that's kind of like Richard Nixon saying let's find out who Deep Throat was it's just quite beside the point is still impeachment is not a legal process it's more of a political process and as far as Republicans are concerned the president didn't do anything wrong or at least not impeachable and even the public polls have shown that only about 49 percent of Americans support impeaching the president well 1st of all 49 percent is a dramatic number when the impeachment investigation began against Richard Nixon and that number was around $1000.00 or 20 percent we already have a lot more Americans. Believing that this impeachment inquiry is necessary and indeed a Fox News poll showed that a majority of Americans think that already believe that the president should be impeached and removed from office but look it's not a question of the polls it's a question of what the Constitution requires us to do and the Constitution makes it a mixed question of law and politics the legal part is high crimes and misdemeanors which the founders defined as treason bribery and other high crimes and misdemeanors meaning offenses against democracy itself it's hard to think of a greater offense against democracy than using the power in the resources of government in the American people to shake down a foreign government to get involved in our election so if there is a political dimension to it and that political dimension is what Abe Lincoln called public sentiment and public sentiment is very important here this is going to be a dialogue between people in Congress and the public as the truth comes out and that's why I'm very excited about the public phase of the questioning the fact that the public is going to get to see these witnesses themselves these people are really quiet American heroes who have overcome the obstructionism the opposition of the White House to come forward in tell their story Democrats want Mick Mulvaney the White House chief of staff to testify he is apparently unlikely to cooperate as you know other senior White House officials have refused to come before the committee enforcing subpoenas through the courts could take weeks or even months are you going to wait for the testimony from those officials or just move ahead with what you have well Mulvaney is obviously a critical witness here because he was involved in all of these events. Cheerfully conceded on the news the other day that there was absolutely a quid pro quo here he said that's how we do business and I think he had to recant it several hours later but when the. Congress of the United States issues you a deposition subpoena that's not an optional process and it's just remarkable to me that we've gotten to a point where we're conditioned to accept that the president and all the president's men feel as if a subpoena from Congress is some kind of optional permissive process it's not but it doesn't seem so far to have had any teeth to it I mean nobody's gone to jail because they've been defying subpoenas from Congress yet Well you're right and there are a lot of unprecedented and dramatic things going on in our country today and we have to get back to the rule of law now I want to start with the good news on this the overwhelming number of witnesses now have come forward despite all of the intimidation and threats and bullying by the White House they have decided to come forward to tell their story others more directly under the spell of Donald Trump are not coming we could go to the Department of Justice to ask them to bring criminal charges for obstruction of justice the problem is that that means that Bill Barr is back in charge and if we could get Bill Barr to bring obstruction charges he would be the 1st person we would bring obstruction charges against So that's not going to work we could go to court to try to bring civil charges and we might do that but as you say that's a lengthy and protracted process the other thing we can do is to use what the Supreme Court said an 821 in a case called Andersen versus Dunn our inherent powers of contempt to enforce our own orders it's not easy because we would have to essentially the people minimal due process hearing in other words we would have to stop everything else we're doing on impeachment to bring someone in and then give them the chance to be heard to offer their evidence we would offer evidence against them and then we would decide whether or not to hold them in contempt and what could follow would be potentially fine detention and so on but I would tell you that among the rank and file in the House of Representatives people have been ready for a long time. I'm to do this because we think it's outrageous that the executive branch of government would try to pull curtain down over all of these people who owe us their testimony when I ask you one more thing this process your coming right up to the Iowa caucuses and the start of the presidential election voting is there any concern in the Democratic Party in the House about that about stepping on whoever wants to be the next president of the United States well I don't think that . Anybody is thinking in partisan terms about this. You know our impeachment investigation has been a very solemn and sober process focused on our constitutional oath of office having said that the same founders who built the impeachment process into our constitutional duties also built a regular elections into our constitutional duties and so we clearly don't want to interfere with that when we get into 2020 and I think that a lot of us feel a very strong burden to try to get our part of this done in 2019 so it can get over to the Senate and we hope the Senate will conduct its constitutional duties by having a trial with full due process protections for the president but will allow our case to be heard in the event that we go forward but at this point we've seen overwhelming evidence of high crimes and misdemeanors so far unkind and contradicted by any fact witnesses Congressman Jamie Raskin of Maryland a Democrat who sits on the oversight and Judiciary Committees Congressman thanks for joining us it's been my pleasure and we spoke earlier today the House Intelligence Committee says the public hearings impeachment inquiry will start next week it's here now. It was expected it was devastating and of course our twins are only $1000.00 and that's much too young to lose a parent well and what do you tell them about that time when the government leaked the identity of you and Agent you know payback for your husband criticizing the Bush administration's use of weapons of mass destruction to build a case for the war. Well it's not exactly analogous to the whistleblower that's central to the company Pietschmann issue because in the case of my twins' father Joe Wilson he proudly put his name on this op ed piece Nevertheless I feel deeply on a very personal level for this whistleblower it seems pretty clear that they probably had a good understanding of what they were doing because it was by all accounts a carefully prepared report many people have corroborated. What is in that report it was well written and so forth but this whistleblower probably male We don't know for sure he had no idea how his life would profoundly and fundamentally be altered and those that are calling for his identity to be betrayed it's not only a hope legal it's of violations of the whistleblowers act it is also simply harassment and it's just wrong well tell us how did it change your life. Oh I went from being an anonymous person I was perfectly happy doing what I was doing chasing terrorists and other bad guys around the world to make sure they did not get nuclear weapons to overnight being this part of this public just going into the of the media circus and honestly it took me a few years to get over my shock during that time period what I recall is that in the newspapers and on the radio and t.v. You heard and read about these people named Valerie Plame and Joe Wilson and that actually had no bearing on who we actually were what we stood for it was so disorienting I always liken it to falling down Alice's rabbit hole or white as black and black is white Well it also meant the end of your career you were undercover and it could have meant worse because as you said you traveled the world you interacted with bad guys it could have been worse indeed my covert career immediately was impacted but my wherry at that moment in time was much more 1st for the network of assets with whom I had worked with over the years they come under intense scrutiny I don't know what happened in every case but also my twins who were just teeny tiny toddlers and I was very were. About their physical safety so it was a really difficult period of time Scooter Libby Dick Cheney's chief of staff was indicted by a federal grand jury because of the leak he wasn't directly accused of it but he was accused of lying about it he was sentenced to 30 months in federal prison President Bush commuted his 30 month sentence and President child forgave you are now running as a Democrat in New Mexico one of your Democratic opponents Marco's or no Democrat has said because of an ad that you put out in which you know you drive a car backwards as CIA agents do. Interview I'm Robin Young I'm Jeremy Hobson is here and now many of the results are in from yesterday's elections around the country in Virginia Democrats took control of the state legislature for the 1st time in decades in Mississippi Republican lieutenant governor Tate Reeves won the governor's race against Democrat Jim Hood by just over 5 percentage points and the governor's race in Kentucky remains too close to call the Republican incumbent Matt Bevin has refused to concede after his challenger the state's Democratic attorney general Andy Bashir declared victory last night. I haven't had an opportunity yet to speak to Governor Bevan But my expectation is that he will honor he will honor the election that was still tonight then he will help us make this transition and I tell you what we will be ready for that 1st day in office and I know. Joining us now is Rylan Barton state house reporter for Kentucky public radio Hi Rylan a germy so Bevan still hasn't conceded the race last night he cited unspecified irregularities in the election what are you hearing from his campaign and the state Republican Party is he going to formally challenge the results we haven't heard anything from him yet it's still left at that claim of irregularities which we know nothing about the one thing is the Republican president of the state Senate. Raise the possibility of a recount a recount of the election and even possibly an election contest we don't have automatic recounts in Kentucky that would have to be up to the governor the governor's campaign to request that but then election contest is kind of a crazy process where the results of the election with ultimately be determined by the legislature and something like that hasn't happened in Kentucky since $899.00 Well when you look at the numbers with 100 percent of precincts reporting Bashir had a lead of just over 5000 votes out of more than 1400000 cast when you look at the turnout it was up quite significantly up to 42 percent over 31 percent when Governor Bevan was elected in 2015 do we know why. I think that there are just a lot of people who are interested in the selection and actually you know it goes on both sides there are more people who are voting for the governor there remote more people voting for Democratic attorney general and Bashir who you know got more votes in this election I think there is just a lot of interest in this so there are a lot more people who are paying attention and you know there is a lot of a national attention on this race as well we had the President Trump come in just on the eve of the election to try and lend a helping hand to Governor Bevan at the last minute and President Trump said in a tweet that better than picked up at least 15 points in the last few days with Trump's help is that true Was he down that far yet nobody has seen a poll that showed Bevan that far behind head of the election I certainly haven't this election was widely considered to be neck and neck for a really long time granted we didn't have a lot of public polling in this race we had 2 polls conducted by the same polling firm nearly a year apart frankly and it showed Bevan actually coming back from about an 8 point deficit from last December to a neck and neck tie just ahead of the election so we weren't sure if either candidate were ahead both of them are certainly fighting and acting like this is an incredibly close race especially with Governor Bevan who got tons and tons of help from the White House and from President Trump and surrogates who came out to try and buoy his campaign what would you say were the most important issues for voters in this election. I think that health care is a really big issue Governor Bevan's attempts to reshape Kentucky's Medicaid system this is the work requirements that you hear a lot about he wanted to require most beneficiaries to prove that they're working or in school in order to keep their benefits education is obviously a huge issue teachers protested governor Bevan's policies over here trying to basically reshape the state pension system and weaken pension benefits for future state workers teachers descended on the state capital by the thousands to protest those policies as well as a lot of education funding issues and charter schools teachers are a huge factor in this race they really flex their muscle and tell us about Bashir who could well be the next governor of Kentucky. Sure Bashir is the son of that its predecessor former governor Steve Beshear he's been the attorney general for the last 4 years he's he spent much of his time in office suing governor Bevan over a lot of his policies granted governor Bevan had really made a lot of efforts to kind of push executive power in the state and I think that having this relationship of a Republican governor and a Democratic attorney general at the same time made for some very interesting and fracture situations he sued over the governor's pension policies most famously end up getting struck down by the state Supreme Court that was you know big rallying cry once again for teachers and other state workers who really didn't like the governor stance on that but yeah he says that he's going to stop the governor's plans to reshape Medicaid and he's going to try and boost funding for public education he wants to do that by legalizing casino gambling in Kentucky which the Ripley Republican led legislature says is going to be a nonstarter that Israel and Barton whose state house reporter for Kentucky public radio as we continue to watch the governor's race there thanks thanks so much I mean well the House Intelligence Committee has announced today that the 1st public hearings of the impeachment inquiry into President Trump will start next week and as part of that inquiry Democrats requested a deposition from Acting White House chief of staff Mick Mulvaney he's not expected to come high but he's believed to be central in the controversy over aid withheld from Ukraine and the campaign to pressure investigations into Joe Biden and the computer server used in the 26000 election remember last month at a press conference Mulvaney described what sounded like a quid pro quo which prompted this from Jonathan Karl of a.b.c. News but to be clear what you just described is a quid pro quo it is the funding will not flow in less the investigation into the into the Democratic server. Happened as well we we do we do that all the time so foreign policy and I have news for everybody get over it Mick Mulvaney is. Former fast rising congressman from South Carolina Jamie Love has covered him for the Post and Courier in Charleston South Carolina and in Washington so Jamie Mulvaney later walked back what he said but he said it mean some people would say he told the truth but were people in South Carolina surprised by what others saw as Mulvaney stepping in it. You know I think folks fall the make no money that South Carolina has known for many years is a blunt straight talker he is someone who is not going to shy away from confronting the truth is that other folks may be skittish about and that's certainly true of his approach to spending for example but you know in this particular situation it was pretty clear that he recognizes immediately afterward this press conference that she should not have said some of the things he did he got quite a lot of pushback on Capitol Hill there are folks up there who actually have taken somewhat of a similar approach to him saying that even if there was a quid pro quo you know that that doesn't really matter but the White House line so far has been that there was no quid pro quo and so he was obviously counter to that message there and that did create a bit of a headache it seems in the White House Jamie it's funny you mention that because there have been reports of Republicans huddling to come up with a new approach to the impeachment inquiry and one of the approaches is to acknowledged that there was a quid pro quo but that in fact that is not an impeachable offense so Mick Mulvaney might have been ahead of the curve when he spoke at that press conference as it is it turns out but tell us more about him you talk about him and spending cuts he's known as a fiscal hawk helped start the house freedom Caucus when he was a congressman he called out the Obama administration for the high national debt even though experts at that time of calling for spending because of the economic crisis and that worked that policy then worked now is in the White House where up. Only his calls for cuts to Social Security Medicare other programs dollar Trump has rejected them. That's right often caught in this his former colleagues and friends in the house freedom caucus you know they'll tell tease him that he's always getting bossed around over there and isn't achieving any of the things that he set out to do and as he often tells us you know he may be losing but at least he's losing at the highest levels. And had seems to be some consolation for him you know he said in his confirmation hearing when he was 1st getting to the Office of Management Budget that he understood that President Trump was not as ideologically driven to cut spending as he is but he said that you know if he feels like he does have some influence with the president that the president is willing to hear out differing points of view and that he feels like he does you know have some level of influence on the outcomes at the end of the day even if they are not the radical cuts that he might like in a perfect world it's been a split drive he brought down a Democrat in 2010 to get his job as congressman went on to as we say rise in Congress starting the house freedom caucus he's called Social Security a Ponzi scheme proposed abolishing the e.p.a. Calls himself a right wing nut job but again Kirsten foremost a hawk on fiscal responsibility and here he is not just with President Trump who won't do the cuts he wants but the deficit is up to nearly a trillion dollars considered unusual in good economic times is he being the man that he ran on in 2010 you know it's been striking that he has not been more frustrated but yes I think there has been some disappointment that he has not been able to do. This is here and now the headline from the latest assessment of American 4th and 8th graders is that over the last 10 years the achievement gap has been widening between the highest and lowest achieving students overall math and reading scores haven't changed much but there was a bright spot in Mississippi which made the greatest leaps of any state in reading Bracy Harris joins us now she's an education reporter for The Hechinger Report and she's in Jackson Mississippi Welcome thanks for having me and you know Mississippi is traditionally thought of as a state that scores below the national average but this year the 4th graders close that gap in reading what happened a lot of credit has been given towards in recent years the state sort of coalescing around evidence based practice it such as concentrating on phonics instruction really providing a lot of professional development to teachers there's also been an investment by the state in reading coaches that are provided to schools that have a low number of students scoring at or above grade level on the 3rd grade reading gate and some of the catalysts for that has been attributed to the state's literacy pace Promotion Act which basically requires 3rd graders here to dimiss straight as a certain level of reading ability before they're promoted on to the 4th grade and it's almost one in 10 3rd graders are actually being retained this year and a significant portion of those did not pass that they're great so how does that help the test scores go up the literacy based Promotion Act the sort of the stick if you will the threat of having a lot of 3rd graders being held back has caused a lot of school districts to try to strengthen their literacy promotion one example I've seen in the streets and the Mississippi Delta which has long struggled with a teacher shortage we've seen some districts sort of rearranging their 3rd grade classes so they have a license teacher instead of a long term substitute. So does that mean that it would be better for other states that are having problems with literacy to start holding back more or at least threatening to hold back more students if they can't pass the test I mean that would be a really big policy decision for other states to make Mississippi is the least one of 16 states that have made mandatory retention laws but I think you know when you look at the 8th grade reading scores that dropped in $31.00 states some of those states that are present might have a mandatory written law so there's also got to be sort of an investment right made and strengthening literacy promotion and even starting younger then the 3rd grade so overall are kids getting a good grasp or learning how to read in Mississippi right now or is there still a long way to go yeah I would say it's sort of a mixed bag I mean again I think it is pretty noteworthy that we have a number of school districts in Mississippi that had to retain more than a 3rd of their 3rd graders this year and also the gaps between the top percent of scores in 4th grade reading and the bottom 10 percent of scores in 4th grade in Mississippi I think it's safe to say isn't narrowing probably as quickly as state officials and educators here would like is there any evidence that holding students back when they're young in 3rd grade let's say makes them better off in the long term yeah there's a lot of contested research around this Senate sort of an ongoing debate between I would say education experts one of the more recent studies from a Harvard based professor looking at Florida's retention last saw that holding children back there that did not pass their 3rd grade reading gate neither made them more likely or less likely to graduate from high school but he also cautioned that that wasn't. You know Pacific indorsement of that law but they're still sort of a mixed bag of research what do parents and teachers think of the retention law in Mississippi there's a little bit of disappointment with their children being judged off of the tests one difference between Mississippi and Florida for example as in Florida children that don't pass the 3rd grade gate they're often have the option of presenting a sort of portfolio that might serve as an exemption for their promotion to the 4th grade and Mississippi has a few exemptions for so units to gain that promotion but it's pretty limited earlier this year Mississippi tough in the bar for passage and I did talk to some parents that felt that their children were being left behind as a result of this policy so as someone who has covered public education for a long time what do you think the one thing this is that the needs to do to continue making progress on education is. I would say coalescing around the need for more resources in the state's public school system just sort of making sure that every classroom in the state has what it needs for that strong evidence base literacy instruction is going to be one of the keys to move the Mississippi forward as Bracy Harris of The Hechinger Report joining us from Jackson Mississippi Bracy thank you thank you and teachers or parents out there do you have ideas for getting the test scores up or for narrowing the achievement gap between students at the top and bottom of the class let us know at hearing now dot org. For decades animal welfare organizations have struggled to help protect birds and other wildlife from cats that freely roam outside in Portland Oregon a unique partnership between the federal cat coalition of Oregon and Portland Autobahn is working to create a new approach that's starting to catch on across the country Monica some from Oregon Public Broadcasting reports Kama Crimmins was driving down a street in southeast Portland when she noticed a few stray cats near an old building the next day she went back and to her surprise a few cats turn into 50 cats and I can go where are they coming from there's no houses this is totally industrial these cats are clearly not tame I'm not going to able to touch them I want my going to do fencing kept Crimmins from trying to rescue the feral cats so she slid a plate filled with cat food under the fence and then I went back the next day and I would pull it out and put food in and every day they were there and every day there was more of them after some research Crimmins found out about a group called the feral cat coalition of Oregon its mission is to reduce the population of strain feral cats by trapping them neutering them and if the animal can be tamed or adopted returning them to the wild Crimmins eventually became a volunteer with the coalition which reached a big milestone this summer neutering its 100000 cat cat lovers consider this trap neuter return method and ethical alternative to euthanizing strained feral cats that brings us to a big reason for friction between cat and bird groups one side wants to put feral cats back on the streets the other side says that just puts more wildlife in mortal danger and that's where the debate is really sad as to whether we should do this trap neuter and return and whether it's an effective strategy that's Bob Salinger director of conservation at Portland Audubon where the wildlife care center treats about $3000.00 animals every year the number one cause of intake cat predation one recent study says feral cats have contributed to the extinction of 63 wildlife species worldwide Portland autobahns approach was to simply tell people to. Keep their cats indoors but after reviewing decades worth of data on the practice Salinger decided that Portland Audubon's method wasn't working he wanted to find a new approach that's when he learned about the feral cat coalition when I went to their website what I saw was a mission statement that was almost identical to our goals around this issue which is basically reducing the number of free roaming cats in the environment so I reached out to them and said you know maybe we have something in common here maybe we can work together Karen Krause agrees cause as executive director at the feral cat call ition she says there was enough common ground for partnering up with the autobahn to work both groups could see where the overlap was and decided that working in that overlap together made us more powerful and better for the community than either one of us working on our own after conducting surveys with cat owners in the community a new outreach idea was created the cats safe at home campaign the goal is to help educate cat owners about keeping their cats safely indoors including using Kathy O's a do it yourself outdoor enclosed safe space for domesticated cats you know it's funny for me because when I started this when this idea was 1st brought back to characterize the feral cat. As a cool idea it's kind of cute and fun I'm not sure how effective will be able to do it the concept was a big hit every year the Portland horse sells out it takes $1300.00 animal lovers to view 10 different caddie from extravagant shark jurors like the Taj meow to smaller quick builds like Gina Magaro says suddenly layer we built it off our back patio which we weren't using for much and it's got 2 levels and there's a cantilever area out with several levels of shelves and there's some ramps and it's enclosed in a wire mesh to keep the cats in and other things out cross things like how tours are inspiring more people to confine their cats and the fewer free roaming pack cats the fear of cats have become strays or have cans that grow up to be feral cats 1st time or tear up in Joe for more than an hour with their family to experience their 1st cardio tour I was super excited. Because I had just started thinking like oh I want to build some sort of an outdoor enclosure for my cats that Upton has a few indoor cats and what she calls working cats which live in her barn she wants to give her indoor cats more space and when she learned about the catty go tour it was a perfect opportunity to see them up close and person another 1st time or new just recently learned about patios she thinks they're a good idea I'm from a place where like people don't really like would do stuff for animals like that and just to build like a space that's their own lake place that they want to be and just sound so nice and peaceful cost says the success of the partnership between Portland's faire cat coalition and Bob Salinger's bird group has inspired other cities like Seattle Austin and Gainesville Florida to launch their own caviar tours we are showing that 2 groups that work on wildly different topics can find an area of overlap for here and now I'm Monica some Iowa in Portland Oregon. This is here and now House Intelligence Committee chair Adam Schiff announced today that public hearings in the house's impeachment inquiry into President Trump will start next week so those open hearings will be an opportunity for the American people to evaluate the witnesses for themselves to make their own determinations about the credibility of the witnesses but also to learn 1st hand about the facts of the president's misconduct the hearings will begin Wednesday with William Taylor acting ambassador to Ukraine as well as deputy assistant secretary of state George Kent that announcement from Democrats comes after one key witness u.s. Ambassador to the e.u. Gordon Sunland revised his testimony saying he did tell a top Ukrainian official that military aid was conditioned on political investigations that President Trump wanted I spoke earlier today with Democratic congressman Jamie Raskin of Maryland he's on the House Judiciary and Intelligence Committees and I asked him about how significant he found that testimony from Gordon Sohn that reversal that the ambassador did deliver a quid pro quo message to the Ukrainians Well it's pretty significant to me I remember reading Mark Twain saying that if you always tell the truth you never have anything to remember but he had a lot to remember and I guess he said his recollection was refresh by other people's testimony and he remembered what he described as a quid pro quo it's interesting to me that the president's defenders after denying a quid pro quo are now falling back on quid pro quo as the defense of the president because of course the actions that took place in Ukraine were a shakedown it was. Far more serious than just you give me this and I'll give you that it was withholding hundreds of millions of dollars in military and security assistance until the Ukrainian government coughed up the political information that the president wanted to essentially plant on the Bidens in and. Well the Ukrainian government confirmed the discredited Ukrainian conspiracy theory about what took place in the 16 election do you think though that this new information is going to change the minds of any house or senate Republicans Well what's happening is that the president's factual defenses are successively collapsing and there have been different efforts to mount a defense but there's really no alternative hypothesis about what happened there was an organized shakedown by Donald Trump and Rudy Giuliani and his little team of henchmen who worked 1st to smear the u.s. Ambassador you're fond of h. And then to drive her out of office to clear the pathway for them to shake down the Ukrainian government there's no rival narrative here everybody agrees and we're just getting witness after witness distinguished public servants State Department employees foreign service officers telling their side of the story and their impression of what took place but all of them add up to the same thing and so this is why over the last couple days it seems as if the president's defenders have turned back to the search for the Holy Grail who is the whistleblower in to me that's kind of like Richard Nixon saying let's find out who Deep Throat was it's just quite beside the point is still impeachment is not a legal process it's more of a political process and as far as Republicans are concerned the president didn't do anything wrong or at least not impeachable and even the public polls have shown that only about 49 percent of Americans support impeaching the president well 1st of all 49 percent is a dramatic number when the impeachment investigation began against Richard Nixon and that number was around 1000 or 20 percent we already have a lot more Americans. Believing that this impeachment inquiry is necessary and indeed a Fox News poll showed that a majority of Americans think that already believe that the president should be impeached and removed from office but look it's not a question of the polls it's a question of what the Constitution requires us to do and the Constitution makes it a mixed question of law and politics the legal part is high crimes and misdemeanors which the founders defined as treason bribery and other high crimes and misdemeanors meaning offenses against democracy itself it's hard to think of a greater offense against democracy than using the power in the resources of government in the American people to shake down a foreign government to get involved in our election so if there is a political dimension to it in that political dimension is what Abe Lincoln called public sentiment and public sentiment is very important here this is going to be a dialogue between people in Congress and the public as the truth comes out and that's why I'm very excited about the public phase of the questioning the fact that the public is going to get to see these witnesses themselves these people are really quiet American heroes who have overcome the obstructionism the opposition of the White House to come forward in tell their story Democrats want Mick Mulvaney the White House chief of staff to testify he is apparently unlikely to cooperate as you know other senior White House officials have refused to come before the committee enforcing subpoenas through the courts could take weeks or even months are you going to wait for the testimony from those officials or just move ahead with what you have well he's obviously a critical witness here because he was involved in all of these events. Cheerfully conceded on the news the other day that there was absolutely a quid pro quo here he said that's how we do business and I think he had to recant it several hours later but when the. Congress of the United States issues you a deposition subpoena that's not an optional process and it's just remarkable to me that we've gotten to a point where we're conditioned to accept that the president and all the president's men feel as if a subpoena from Congress is some kind of optional permissive process it's not that it doesn't seem so far to have had any teeth to it I mean nobody's gone to jail because they've been defying subpoenas from Congress yet Well you're right in there are a lot of unprecedented and dramatic things going on in our country today and we have to get back to the rule of law now I want to start with the good news on this the overwhelming number of witnesses now have come forward despite all of the intimidation and threats and bullying by the White House they have decided to come forward to tell their story others do more directly under the spell of Donald Trump are not coming we could go to the Department of Justice to ask them to bring criminal charges for obstruction of justice the problem is that that means that Bill Barr is back in charge and if we could get Bill Barr to bring obstruction charges he would be the 1st person we would bring obstruction charges against So that's not going to work we could go to court to try to bring civil charges and we might do that but as you say that's a lengthy and protracted process the other thing we can do is to use what the Supreme Court said an $821.00 in a case called Andersen versus Dunn our inherent powers of contempt to enforce our own orders it's not easy because we would have to essentially guarantee people a minimal due process hearing in other words we would have to stop everything else we're doing on impeachment to bring someone in and then give them the chance to be heard to offer their evidence we would offer evidence against them and then we would decide whether or not to hold them in contempt and what could follow would be potentially fine detention and so on but I would tell you that among the rank and file in the House of Representatives people have been ready for a long time. Time to do this because we think it's outrageous that the executive branch of government would try to pull curtain down over all of these people who owe us their testimony when I ask you one more thing this process your coming right up to the Iowa caucuses and the start of the presidential election voting is there any concern in the Democratic Party in the House about that about stepping on whoever wants to be the next president of the United States well I don't think that . Anybody is thinking in partisan terms about this the you know our impeachment investigation has been a very solemn and sober process focused on our constitutional oath of office having said that the same founders who built the impeachment process into our constitutional duties also built regular elections into our constitutional duties and so we clearly don't want to interfere with that when we get into 2020 and I think that a lot of us feel a very strong burden to try to get our part of this done in 2019 so it can get over to the Senate and we hope the Senate will conduct its constitutional duties by having a trial with full due process protections for the president but will allow our case to be heard in the event that we go forward but at this point we've seen overwhelming evidence of high crimes and misdemeanors so far unkind and contradicted by any fact witnesses that is Congressman Jamie Raskin of Maryland a Democrat who sits on the oversight and Judiciary Committees Congressman thanks for joining us it's been my pleasure and we spoke earlier today the House Intelligence Committee says the public hearings in the piece being 3 will start next week it's here now. It's here and now today Donald Trump Jr tweeted out a Breitbart article which claims to identify the whistleblower who 1st came forward with word of President Trump's phone call with Ukraine's president there is a federal law protecting whistleblowers but putting that aside our next guest knows a bit about what happens when a cover is blown Valerie Plame is the former undercover CIA agent whose identity was leaked by the Bush administration in 2003 after her then husband the diplomat Joe Wilson wrote an op ed saying the Bush administration manipulated the intelligence on weapons of mass destruction which led the country to war in Iraq planes name was leaked it was widely thought to punish her husband she now has a new life is running for Congress in New Mexico as a Democrat she joins us and Valerie We know you and your husband had parted but we're co-parenting your children were close when he passed away in September sorry for your loss and you guys went through quite a chapter Thank you yes. It was expected it was still devastating and of course our twins are only 19 and that's much too young to lose a parent well and what do you tell them about that time when the government leaked the identity of you and Agent you know payback for your husband criticizing the Bush administration's use of weapons of mass destruction to build a case for the war. Well it's not exactly analogous to the whistleblower that's central to the Trump impeachment issue because and the case of my twins' father Joe Wilson he probably put his name on this op ed piece Nevertheless I feel deeply on a very personal level for this whistleblower it seems pretty clear that they probably had a good understanding of what they were doing because it was by all accounts a carefully prepared report many people have corroborated. Vice president and director of the International Security Program at New America and the author of the United States of jihad Peter welcome and Courtney q.b. News Hey Courtney Hi Thanks for having me it's been a week we know there's a lot to talk about and we know that this week's news has been a little bit entangled there's a lot of stories that kind of rap over one another and connect So if you're at all fuzzy about what's happened this week or the way one story may connect to another now's a good time to e-mail us one a x.w. Am you dot org comment on our Facebook page or tweet us at one and let's begin with a shift in American foreign policy this week President Trump's unilateral withdrawal of u.s. Troops from northern Syria unraveled a fragile peace on the border between Turkey and Syria they share a north south border Turkey at the north and Syria at the South that left the Kurds our allies in the fight against ISIS to fend for themselves they struck a deal with Syria Turkey was involved Courtney q.b. Can you just give us the basics of what the deal was that emerged this week so it was a 13 point plan but like many of these it lacked some specificity so now it's just in the you know 18 hours since it was agreed to and announced there's already signs . That of confusion on the ground so the basic tenants 120 hour cease fire that the Turks will not continue to push forward and during that time the Us will help the Syrian democratic forces. The Syrian Kurds move out of what had been an established safe zone so where the and then once that happens assuming although. Their families have all moved out of that area the Turks have agreed to a permanent cease fire Ok so where the problems set in is exactly what the safe zone is so initially there was what they meant the u.s. Military was calling a security mechanism which was an area along the border with Syria in Turkey that went about 30 kilometers into the country but it only extended it's sort of up in the air how many kilometers that went but it only extended sort of the central part of the border it didn't go from coast to our from side to side of the full border of between Syria and Turkey Well it seems that now they've And despite the fact that Erdogan wanted that whole border region this agreement now gives them that entire border region while the s.d.f. Are saying well these are understand it was just the security mechanism which is literally a fraction of that it's about 25 to 30 kilometers along it rather than $440.00 so the Kurds are you was just this narrow strip for say it should be this trip the Turkish government their understanding is that. You know and that's really what Vice President pence and Secretary pump aoe announced in Ankara as well as their acknowledged they acknowledge that as well so that's the 1st problem the 2nd problem is you know Turkey they're not calling it a cease fire they're calling it a pause they are not necessarily agreeing to the idea that there will be a continuing ceasefire after the these 5 days of a cease fire and then to top it all off within hours of this announcement there's already fighting going on there's reports of mortars and even some artillery shells along the border so you know it's the situation is still as tenuous and confusing as it really was 24 hours ago Peter not only has the cease fire seen. Not held at all within the 1st few hours of 120 hours but within hours of this announcement it was clear that the u.s. Statement on what this deal was and the Turkish statement on what this deal was were quite different Turkey's foreign minister wouldn't even call it a ceasefire Yeah he called it a pole. I mean interesting thing about ceasefire is the principal competence on one side was actually part of his the far I mean so the United States was negotiating on behalf of the codes. And the custom cells were he consulted so. There's a very strange Does anybody actually know what off Syria policy is including the president I mean we've changed it several times already in December 28th where we're going to go to 0 with him on American troops than Trump was persuaded that was a bad idea because it had of the country to variously Russia Iran ISIS and Assad. And then he changes in mind again. And with really the same outcome you know who benefits Russia Assad ISIS and Iran by the way we mention that Turkey's foreign minister did not refer to this as a ceasefire here is an interpreted clip of his news conference yesterday this is Turkey's foreign minister. Who has heard on t.r.t. World which is a Turkish state run news network. In the region $11020.00 a flight to the teenagers who care will leave design as we pause the peacekeeping operation this is not a. 50 tradition it's such policies and I said just because a ceasefire takes place between and this is not going to legitimize parties if you'll learn to do it go you know pray chandeliers you know the terrorists from the stage down and this is why we are always into that all Gratian Tamam and that was Turkey's foreign minister Miller who showed. As heard on t.v. Are 2 words through an interpreter so in general we've got this contradiction the Us told of the ceasefire the Turkish government says you can't have a ceasefire with an illegitimate party there's damage on the ground we're not entirely clear I think of the extent of the damage so far so we're always well I just want to sort of widen the lens and step back for a moment because since this all only began last Saturday night I think there are a lot of listeners who might not be up to speed on everything and you know it's interesting to sort of look at the question President Trump said late Saturday night that he was going to be withdrawing u.s. Troops from northern Syria where we have kept this uneasy peace and taking troops out of where they had been working with our Syrian Kurd allies who really have been our main allies in the fight against ISIS and other terrorist groups of course the problem is that Turkey sees the Syrian Kurds as strong allies of the p.k. K. The Turkish Kurds who both Turkey and the United States consider a terrorist organization and so there's always been this tension between Turkey and the United States over our support for the Syrian Kurds on the other side of the Turkish border and essentially what seems to have happened is. You know we've the army the Pentagon secretary has said well in fact there was no way that we were going to be able to prevent this turkey had made clear to us that they were going to go in across their border into Syria and they were going to take out the Syrian Kurds and all of that so there was nothing we could do and there's no way with that with American forces numbering only $1000.00 that we could fight against allied by the way also Turkey let's remind people is a NATO ally of the United States and we have forces based there and everything so would make no sense to go to war against Turkey so we just pulled out but what Donald Trump seems to have done according to his critics is essentially given the green light to Turkey to go ahead rage across the border kill all the Kurds you want and then it also gives a. Green light to the Syrian government to Damascus and now our old allies the Syrian Kurds have been forced to you know take the embrace of the Syrian government who were their enemies and come to this ceasefire pause whatever you want to call it but it's had so many consequences in terms of ISIS and other terrorists being let out of jails where they were being kept by the Syrian Kurds it's led to the deaths of you know we think you know certainly dozens of our Syrian Kurdish allies in the displacement of 100130000 people and so many American military people are speaking out even though they're not supposed to speak out you know under the rules . Of the you know uniform code they're not supposed to say anything but they've been saying this is shameful we're abandoning our allies these are people we worked with you know shoulder to shoulder so I mean what I find the most interesting result of all of this is that the polling is showing that among Americans who follow foreign policy that 54 percent and this includes Republicans think that the withdrawal of u.s. Forces from Syria has damaged our standing as an ally and someone who you know forces who work with us can depend on got some perspective from some of our listeners about our standing with our allies and just the way we've been handling this whole situation and emailed it is folly to drive away Turkey a NATO ally and one of our closest Muslim partners into the arms of Russia as the latest u.s. Sanctions seem poised to do I would argue that years of Western empowerment of Kurds in Iraq and Syria has mostly strengthened Iran and driven turkey away from democratic reforms to include Turkey's Kurds Daniel emailed it's true that fighting in the Middle East has gone on for centuries with this president fails to also admit is for the last 70 years or so much of that fighting has been due to Western powers interfering in Middle Eastern affairs Courtney I'm still struggling to figure out what it is that President Trump. I thought was going to happen what the advantage was if there was anything besides I made a political promise to bring the troops home and bring the troops home particularly because there really weren't that many troops in this region there were like 50 special forces soldiers who were helping the y.p. G how to do special operations and basically providing them advice and guidance there weren't that many so I'm fuzzy on what the president thought we were going to get out of it so yeah it was even less than that it was with the military calls to their operational detachment seem so they basically they they are $12.00 to $14.00 men that are on these very these forward bases with very little around them their self sustaining but it wasn't those were the immediate teams that were pulled back from the border but then there's been much larger repercussions there are a number of outposts you know who have been that have been taken back. I've struggled with this I'll be honest with you since this all happened because look at it from if you're the military the military the Pentagon leadership has said that they recommended that the u.s. Pull back from the border because they had no choice that early on called the president and said we are coming in no matter what you do so look at it from their perspective of if they had left the troops there Americans there and the fighting had begun and they were not allowed to fight back against a NATO ally they would be sitting ducks and if someone was injured or killed it would be on the head of them to make that decision but you could make the argument that maybe President Trump could have used more American leverage to force not to send the troops his troops in including leveraging the nukes at Incirlik or some other diplomacy and it's it's it's impossible for us to know which way it would have gone much more to discuss as we continue the Friday news round up with Courtney q.b. Foreign policy is often about quid pro quos we do that all the time with foreign policy we were holding up money at the same time for what was at the door the trying to come countries by the way and this speaks to important point because I heard this yesterday if you read the news reports and you believe what McKinney say yesterday McKinney said yesterday that he was really upset with the political influence in foreign policy and I have news for everybody get over it that was White House chief of staff Mick Mulvaney speaking yesterday during a press conference by the way the man he referred to as McKinney is actually named Martin Lee Michael McKinley one of the people who testified this week Peter I'm not sure where to go with this except that. Cheney admitted to something extremely bad when Congress apportions money the administration has to spend that money that's the law unless there is some kind of gigantic purpose for them to go back to Congress and say no no we can't spend this money and to say that there was a quid pro quo for a matter of national security defense of one of our allies in Eastern Europe that sounds just bad all the way around but am I missing something I don't think so and you know the there's a famous definition of what a gaffe is in Washington which is telling the truth in public and that's what he did which is yes of course there was a quid pro quo and now you try to walk that back with a written statement but what's interesting to me about all this is there is a deep state it's not a deep state of a conspiracist trying to bring down the trunk of Mr ation it's a bunch of professional civil servants who basically don't like doing things that are illegal maybe illegal or being involved in some way in things that they feel car not kosher and you know Michael McKinley we just mentioned I mean he's a career foreign service you know very senior ambassador to variously you know Afghanistan and other countries who was one of the top advisers to my pump a 0 but he's resigned because he just you know did he doesn't like what's going on and similarly Fiona Hill even though she was a political appointment a point appointee there's also testified you know she's a long time CIA analyst. And working for multiple different of administrations and again you know what she sold going on with basically a foreign policy in Ukraine outsourced to Rudy Giuliani as opposed to professional diplomats made him feel very uncomfortable by the way if you had a parking ticket would you employ Rudy Giuliani is your lawyer I mean he's so erratic and bombastic and seemingly like off the rails and that's the guy that we've deputized off foreign policy to so the whole thing is odd at a minimum since we mentioned Mick Mulvaney statement reads in part quote once again the. Media has decided to misconstrue my comments to advance a biased and political which I finished was not very good whether to try that again will you once again the media has decided to misconstrue my comments to advance a biased and political witch hunt against President Trump let me be clear there was absolutely no quid pro quo between Ukrainian military aid and any investigation into the 26000 election the president never told me to withhold any money until the Ukrainians did anything related to the server unquote that is part of the statement from Mick Mulvaney after he said the exact opposite in that news conference Indira Mick Mulvaney role in this is interesting too because he is one of the players this also kind of emerged as part of this Ukraine influence campaign that at least as it's been alleged So I think it's understandable why he would want to try to to cover his tracks right I mean it is as you say completely bizarre that his statement a few hours later after clearly every lawyer in the administration had jumped on him in the White House and said What the heck do you think you're talking about and then he had to say the exact opposite of what he had said on the record to an entire room of the White House press briefing room pressing and pressing and pressing him for a while but honestly it wasn't that hard to get him to admit what he had made it I mean he basically said 1st of all he to your earlier point he said administrations do this all the time I want to clarify what he's saying there though because while it is true that the United States exerts foreign policy pressure on our allies and our adversaries all the time and always holds up carrots and sticks that's part of what we do that's part of the tool box that diplomats talk about it's not the same as seeking individual political gain for the person sitting in the White House that's totally different from trying to get national security gain for the United States overall likewise as Peter said this is a money. That had already been appropriated by Congress I mean even so if we think an ally or an adversary is doing what we would be giving money to an adversary but if we think an ally is doing something wrong even after money is appropriated then there would be conversations about that but this is completely different because it's about personal political gain Now what was funny was that Mick Mulvaney was trying to split hairs about whether it was about investigating the 2016 campaign or investigating the 2020 campaign and you know none of those really hold up I do think you know you point out that this triumvirate of people who were who were involved in this I mean Mick Mulvaney was key Rudy Giuliani was key Gorton someone to the ambassador to the e.u. Whiskey and the fact that he came I mean not necessarily willingly under subpoena he came to testify but he did distance himself from the president he did say well you know I was disappointed to be ordered by the president to work with Giuliani on Ukraine policy and let's point out Rudy Giuliani has never been Senate confirmed he has no legitimacy to deal with foreign policy the United States as the president's personal lawyer so clearly saw and was putting distance between himself and the president which shows some see why a behavior and one last thing you mention Fiona Hill who was the senior Russian advisor to the president and it was very interesting because she said in her testimony that John Bolton the former national security adviser had actually said that Giuliani was a hanger an aide in the middle of u.s. Foreign policy so clearly people were worried about this Courtney Gordon someone who was the u.s. Ambassador to the e.u. Was one of the people who testified this week curious speaking to Ukraine t.v. Talking about who was running u.s. Foreign policy in Ukraine we have what are called the 3 Amigos the 3 amigos are Secretary Kerry again embassador Volcker and myself and we've been tasked with sort of overseeing. Us relationship between our contacts at the highest levels of the us government and now the highest levels of Ukrainian government so Gordon in the Embassador to the e.u. Kurt Volker who was then and on Voyage to Ukraine for its peace negotiations and Rick Perry who stepped down or announced he'd be stepping down as energy secretary this week what's the impact of Gordon Sunland in this 3 amigos comment so it's a strange grouping you know Gordon sound when nobody talks about this but he's the ambassador to the e.u. Well Ukraine is not in the e.u. So you know he's grabbing outside of his portfolio and taken over there one of the things Fiona Hill testified this week was that there was this altercation back in July when he was talking to some Ukrainian officials who were in d.c. And how he said well President Trump has told me that I'm the one who is dealing with the Ukraine issue and and that was when she you know and Ambassador Bolton said this needs to go to the White House lawyers to figure it out the one thing that I was really struck by was in addition to it and there was saying about Gordon's on trying to distance himself from the president he definitely was trying to minimize his role in this entire Ukraine matter including saying that he was really disappointed that the 3 amigos had to go through Rudy Giuliani to talk about Ukraine policy and that he had to sort of that things that they were doing but that they were so interested in pursuing this you know stronger relationship in the u.s. And Ukraine that they were willing to do what they needed to do you know for the good of the country in the good of this alliance potential alliance but didn't the notion that he didn't know what Giuliani's ultimate goals were when Rudy Giuliani was on television talking about it you know he he openly talked last spring about how he had this trip planned trip to Ukraine to Kiev where he was going to advance the president's goals of finding out what happened in the 2016 election and finding Hillary Clinton server along. You know conspiracy theory that this server exists in in Ukraine so if Gordon Stalin didn't know ultimately what Rudy Giuliani where his motivations were in this matter all he needed to do was. Google it Jim emailed the president's decisions regarding Turkey Syria and the Kurds are horrific on so many levels I would also like to point out that our president is a master of distraction with the heat of impeachment being turned up suddenly he causes this scene in the Middle East our focus shifts from the impeachment to the Middle East and the heat gets lowered Pir I was wonder about that I mean I think all of these things are starting to feel of a peace with one another the nature of the policy with Turkey in Syria the conversation with President Selenski in Ukraine the role of Rudy Giuliani as this kind of defacto foreign policy diplomat whatever it is and then the disagreement of Republicans with the president over things that are material to our military standing around the world which is a gigantic point of pride and honor for the American people so I hear where Jim's coming from but I don't know this isn't the Moeller report like this isn't complex some I'm wondering what do you think of Jim's comma I think people are walking and chewing gum right now yeah I mean I don't it's hard to assess if there was is intentional kind of distract from the impeachment I just have no idea but I will say everything seems entirely improvised and if you look at the people that are surrounding. President Trump right now you know mock Esper is no Jim Madis who is the new secretary of defense pretty competent guy but he's not going to stand up. The new national security adviser Robert Bron you know famously attended the trial of Asap Rocky in Sweden when he was the hostage negotiator for the u.s. Government kind of a waste of time in most people's fears but something that basically President Trump wanted him to do so I think the number of people around President Trump you can base he's saying no. And Cody just mentioned John Bolton was very unhappy about Mr Crane thing was going on now of course he's gone has gone down so I don't think there's any light Mossop on here I think Trump is just riffing gets up every morning and kind of riffs you know I mean he says one thing one day that is very strongly Powell and then the next day completely changes mind I mean he green light of this Turkish invasion right and then the next day he's saying we're going to destroy the Tuckers economy if you go through this well what is it and I think they're saying produces a lot of confusion not only amongst our allies but also our enemies enemies I think of began to discount him as just like look at what it wanted just gone done exactly what he wanted to do I'm Joshua Johnson You're listening to one and a. And others have been reporting that the resort in Toronto has been losing money public records obtained by The Washington Post show an 18 percent decline in revenue at Darrelle from 2015 to 2017 that's about $17000000.00 operating income fell 70 percent in that time the Miami Herald has reported that the county lowered the property value of the resort from. Property tax purposes because it's been losing so much money in the er all of that points to the idea that the president would do this to enrich. His pockets to raise the value of Darrelle etc As a native south Floridian I know a little bit about the region I guess it could work for the chief 7 but that almost doesn't seem to be the point it's almost like the personal ritual is the point but it's also not the point at things like oh it's the point is a point you know I was going to tell me isn't the point if I mean if the president were to say I have this fabulous resort in Dural and I'd be happy to donate it for the use by the g 7 at no cost fine then he's making a donation to the us Treasury coffers by lending his resort out in kind but if he's expecting to be paid which he has expected to be paid and let's not forget the millions and millions of dollars that American taxpayers have paid for officials staying at his various resorts because he's you know so frequently golfing and staying in his own resorts he's even tried to style his Mar a Lago resort as the sort of Southern Camp David the Southern White House so you know the more that we are spending taxpayer dollars on guarding him whenever he goes and putting up officials don't you remember it was just a few weeks ago now when we were all talking about Mike Pence on a trip to the u.k. And you know the British Isles and how he was commuting hours to get to I think it was Trump's golf resort and Turnberry in Scotland when he could have stayed somewhere very nearby to where he was but he was doing that and paying for it and this money is going into the coffers of Trump's resorts so that is definitely self dealing I don't think there's any other way of looking at it but somehow despite the fact that from day one people have been saying the president shouldn't be taking money think about the trumpet. Hotel right here in Washington where so many foreign governments put their people and that money is going into the Trump organizations coffers before we pause Courtney what about your security provisions for the g 7 I mean I understand the problems with Mar-A Lago it's on a barrier island it's in Palm Beach too hard to get in and out God forbid something should happen Darrelle is it's inland it's near the airport so there's probably a homeland security contingent there in 8 Miami Beach but is there that is that also a factor in terms of planning where all these world leaders are going to be yeah absolutely I mean one of the big factors they look at is can is it is a facility large enough and can they provide the security necessary for something like this Durai far from its I'm sure it's not even the only location in Florida that could potentially be looked at for this kind of thing I mean far from Yeah absolutely so Mick Mulvaney said they looked at about a dozen 10 or 12 different locations and that this one just rose to the top and it made the most sense so it just the thing that really struck me was I don't I just don't fundamentally understand his argument that President Trump will not profit from this it just I just fundamentally doesn't make sense to me if his in fact his resort makes money off of this it will be from foreign leaders by the way so how will that not benefit President Trump but just how tone deaf it is you know it's not like this is the only location that they could have chosen it's not like oh let's send all these world leaders many of them from places that aren't are not particularly warm climates to Miami in June where it's going to be hot I mean there's you know there were other locations it was just a tone deaf decision and it also just fights this whole idea of trial of of cronyism and and what not then that the term for ministration is criticizing others for we'll continue in just a moment with Courtney q.b. Less they put out a transcript were never really going to know is there one listener asked whether a transcript was going to be published I mean given this administration I doubt it no matter how hard we push for it but. Unless without seeing a transcript we're never really going to know exactly how hard the military officials I've spoken with insists that President Trump pushed very hard but then when I asked about any specific ultimatums no one can tell me any that he actually gave that the thing to keep in mind is that yes the president did give the u.s. a Heads up this was happening but it also is not a surprise I know people haven't necessarily been paying attention to this as much as we might but Turkey has been building up its military along the border for months now president has increased his rhetoric very much so even in the last couple of weeks and from a military perspective you could see along the border that they were doing things that indicated that an invasion was likely and coming getting their logistics ready things like getting their bridging equipment together moving per personnel and artillery and whatnot down there it was clear that President. Was planning to move in the question is Could President Trump on that phone call have done something that would have forced him that didn't include potentially putting u.s. Military in the crossfire Marsha tweeted Was there any talks of the u.s. Taking in Kurdish refugees especially those would work with the u.s. Military as part of the negotiation Peter I don't I wonder. If there were talks but in terms of refugees I think one of the things that's been a narrative with Turkey in the past that's given it some leverage with the e.u. Is that there are refugee paths that runs through Turkey because there's a border with Bulgaria and Greece in the north west of Turkey you know I think there are 3600000 Syrian refugees in Turkey and by the way guess how many of United States taken has the largest refugee flow one of the largest since World War 2 I think last year we took 60. Not 600-0660. So I imagine there was that this was not this is not part of the discussion we're taking effectively 0 We've got some questions in there about the nature of the military relationship or just the other connections between the u.s. And Turkey including from Peter who asked if the u.s. Still station nuclear warheads in Turkey how much are we in tangled with Turkey in that way I mean very much so there are a key NATO ally and we're part of NATO and we've heard President Trump talking for years now even before he was president about how he has problems with NATO he thinks that they owe us money that they all need to be stepping up to the plate but our relationship with Turkey has not falter and from a military point of view I mean look if we don't get a readout of this call no one's going to give us a transcript if we don't even get a readout of this call I think it's pretty fair to say all the reporting has shown that that president ever to one said in the call I am going to do this so in that way as Peter in court have said he was giving Donald Trump a heads up Donald Trump doesn't want to Merican forces killed so he made a decision let's move out of there the difference was that he then follows that up after there's so much anger and confusion about how could you abandon our allies he follows that up with this letter which the White House admitted to released stood by him which doll Trump basically says to air to one don't be a full I will call you later and essentially says you know how can you do this that the letter was astonishing and then you listeners. I haven't read it and he knew it was there but he included the correspondence from general Muslim who is the head of the Syrian defense forces our allies in the fight against ISIS and saying they're ready to make concessions essentially they're ready to make concessions if you'll make a deal but it's a bit after the fact if he wanted to say that he should have said that before rather than greenlighting this whole situation and let's not forget the extent to which Donald Trump has really downplayed. His trying to act as if the American people shouldn't care about what's going on he's referred to the Middle East as they have a lot of sand over there they can fight in the sand he referred to it last night it was at a campaign rally in Texas as saying you know they're going to have to fight it out as if they're kids on a schoolyard you know completely forgetting that the United States got involved in this the United States was using the Syrian Kurds to defend against ISIS and now as I said all those ISIS prisoners have been let free out of those jails so there are so many consequences I can understand the president wanting to uphold his promise to keep u.s. Troops out or take them out of the Middle East but if he doesn't seem to have thought through the consequences before we move on and talk about China and Hong Kong we should say a quick word about the u.k. And Boris Johnson who may have pulled a brags that rabbit out of the hat this week there was a last minute compromise deal with the Prime Minister's exhausted European counterparts that raises the prospect that Britain could actually leave the e.u. By the end of this month but now comes the hard part Prime Minister Johnson has to get approval for his draft deal in parliament and that begins with an extraordinary rare Saturday meeting of the House of Commons India of this is the point at which other prime it's recently of course got tripped up before so just because there is a deal that the e.u. Says Go vote on doesn't mean that the deal is done yet 2 quick thoughts on this 1st of all the deal is not that different from the deal that to rescind mehad And in fact is going to bother his Northern Irish allies from the d. U.p.a. This is the Unionist party. It's going to bother them even more because it's actually keeping Northern Ireland in the Customs Union so now it's more it's go sort of going beyond the backstop which people may have heard about I mean I think ironically if this deal gets passed he may have actually Pete the British prime minister who serves to unify Ireland in a way by you know making sure that northern and the Republic of Ireland are all within the same customs union So it's going to be interesting to see whether he gets this deal through or not but he can call it what he wants he can call it a breakthrough but anybody who reads it can see it's not that much different from what there was before speaking of deals let's shift gears to China and talk about the prospect of a trade deal between trying to China and the u.s. That remains uncertain after the 2 countries reached a tentative agreement last week c m d C's Karl cute in the spoke with tough White House economic adviser Larry Kudlow yesterday Mr Kudlow was optimistic about finishing the deal people shouldn't be so pessimistic about China talks and that some good things could happen and I think this whole phase one is a good thing that's happening and for the skeptics out there I was 3 shape that and I respect that but I'm telling you there's a lot of momentum and there's agreement on both sides That's White House economic adviser Larry Kudlow speaking yesterday on c.n.n. B.b.c. Peter we've heard Larry Kudlow speak about optimism before don't be so pessimistic be willing to be optimistic in the American economic future but do we know anything about this tentative deal where you the u.s. And China stand is Mr Cutler's optimism well placed my impression of a deal where it stands right now is a kind of defer the bigger issues you know I think China has agreed to buy something like I think $40.00 to $50000000000.00 more of Chinese artwork cultural products but it doesn't leave us ought I mean we still and Trump is not going to impose I think that we're going to go from 25 to 30 percent. Tyra's saw a couple $100000000000.00 plus of Chinese products and he's not going to do that but this is a very is actually kind of Us someone incremental stuff if this is not like some grand bargain at the end of the day if I'm she's. And Beijing the leader of Hong Kong Kerry lamb was forced to suspend her annual speech before parliament that's because pro-democracy lawmakers interrupted they were rallying and climbing on the tables. They were chanting 5 demands not one less in reference to their list of demands for the Hong Kong government endure this all kind of sparked with this extradition bill that would allow like people accused of being for crimes to be extradited back to Beijing these 5 demands have been on the table for quite some time you spent a good amount of time in Hong Kong What does this look like to you yeah Ok I spent 7 years based in Hong Kong as a reporter for The Boston Globe and including the Hong Kong handover in 1997 when China took back control of Hong Kong which had been a British colony and this is exactly what people were worried about in 1907 when people said you know Beijing is promising one country 2 systems but are they really going to let this you know incredible international on trip you know incredible economic success story are they going to allow these people to self-governing the fates we've proven now 22 years. Later they're not allowing them to self govern there are no direct elections in Hong Kong it's not just the extradition bill which by the way would have allowed Hong Kong many of whom don't ever go to China to be extradited to mainland China listeners may have heard about the booksellers who had who had been selling controversial i.e. Democratic books and how they were just disappeared across the border to China there's a lot of upset about this in China I can't overstate this I mean there were periods when you know one in 4 people in Hong Kong were literally marching in the streets over this and it's not just think about remember everyone remembers Joe Wilson yelling at President Obama during the State of the Union you lie imagine that magnified with people as you say climbing on the table she was not able to finish her equivalent of the state of the Union I personally think that these protests could go on for years and I think they could have a very very bad outcome if Beijing finally gets sick of it and decides that they're going to roll in with some sort of tenement style crackdown I dearly pray that does not happen I'm Joshua Johnson You're listening to one. And China this is one of those microcosms of it that at least to me has a way bigger meaning yes I mean just the economic rights Bron James has a partnership with Nike he's had it for like 15 or 16 years and the time he's gone to China just about every day I saw some reports that it makes him about $30000000.00 a year just that partnership so he has a strong economic I actually read his comments about this to be not so nothing to do necessarily with what's happening between China and Hong Kong right now but more about that the tweet having economic repercussions right it's you know it has an implication if if China doesn't allow the n.b.a. To travel there if they cut ties with n.b.a. Stars you know he is certainly not the only one who's profiting from. Apparel and shoe companies in China if they cut that has risks potentially millions of dollars for players and for the n.b.a. And that hurts the league and everything the problem was he came off looking like he was an apologist for an authoritarian regime who does not believe in freedom of speech and has a terrible human rights record and that was what a lot of people saw here the reality is I think if you if you peel back the onion a little bit at the end of the he's he's about a ballplayer he's not out there talking about human rights and he's more interested it seems to me from from my very little knowledge of anything to do with the n.b.a. I fully completely admit I do like of my team a place where I had met it. After much discussion of things going on around the Bay Area we turn to Washington where it seems as though it's a Fortunately it is a real life reality show in a sense we will get into it as we do a swamp sweep Let's go. Gray I. Was. Covering the White House. The Washington Post. Always like you mention is a Stanford kid so. I don't know. But what a. Full time job just became even more full time covering the White House that seems committed to changing the department of homeland security arrangements and and obviously the most advertisers care is to Nielsen but it may extend beyond that these firings are good morning to. You know this is a time of turmoil and turbulence at the White House but sort of for what's new it's always seems to be a time of high turnover and a lot of activity taking place Senator Biden mysterious and so the secretary Chris Nelson was unceremoniously booted from office over the weekend when the president tweeted that he would be leaving her posts and then we heard. Just yesterday that this to head of the Secret Service was being leg though and that announcement took place without even the Secret Service Keith being able to inform all of his hundreds of agents that he was going to be stepping down told me I'm right there I have a question because we talked a lot about years Nielsen and I know that that's been dissected every which way not tough enough pushback on the president at a certain point but the Secret Service knowing I haven't seen that dissected as much what was going on there well there's a broader push to have a full shakeup at the Department of Homeland Security Secret Service is one of the agencies under the umbrella of d.h.h.s. The president is more broadly unhappy with what's happening at the border and even though the Secret Service does not control the border president wants a full shakeup and we're expecting to see even more departures more people being let go and part of it is these are people who are allies of former chief of staff John Kelly who the president has had a falling out with and the people that John Kelly brought into the administration are quickly being let go and told that they need to find new work and the head of the secret service techs als he was a friend and an ally of John Calley someone who John Kelly brought to the administration not someone who had been part of the Secret Service before but now that John Kelly is out of the picture in seems to not really have that great of a relationship with the president 2 of his allies including Kristen Nielsen are out the door and we're expecting more people from the Department of Homeland Security which. John Kelly You still used to run back when he was in the good graces of the president we're seeing a full shakeup and the president trying to completely overhaul that agency mostly because of the border but also because of this the speed with John Kelly No thank you I was just about as human seems as though this is primarily prostration with a border situation that has clearly gotten out of control. That's the that's the big thing the president wants very quick and easy fixes to what is a complicated and complex problem president talked about shutting down the border he talked about you know taking away aid from Central America thinking that those would be a panacea to basically fix this problem with one tells but he's been blocked by the courts he's seen the problem get worse after the family separation policy that he put in place last year he has not been able to find that magic bullet to stop the border crisis from growing worse than and some ways he's made it even worse than it was before and that's part of the reason he's trying to get rid of different public facials at the h.s. And bring in new people that he believes will be able to give him that quick easy solution which has been elusive spur so long and which probably doesn't exist this is a pretty complex issue and just trying to close off the border or cut off aid is not going to solve the problem Yeah we're talking with Washington Post poll Lupin Eva and Tony you have so many contacts there inside the executive branch and beyond in Washington what do insiders say to you even off the record about what's happening in the atmosphere at the White House and the goals which have included it would seem to some sort of illegal action which the president has as border guards for example to perform. This is all about 2020 anything that you're seeing out of the White House between now and November 2020 just look at it from the lens of the political operation that the president is putting together he wants to be able to tell his voters that he's tough and taking tough action on immigration he campaigned in 2016 about building the wall and stopping illegal immigration and he hasn't built a wall in immigrant illegal immigration has gotten worse so he's trying to figure out ways to message for 2020 to to show that he's getting tough and cracking down and that's why it's called for the border to be shut down he's called for border agents to deny people their right to asylum he said the country is for. Colin that you know legal asylum claim should no longer be accepted and he's getting blocked by the courts on a number of the things that he wants to do but I don't even know that he really minds that he's getting roadblocks thrown up against him as long as he can show that he is fighting as hard as possible in the political realm and he can take it to his voters and go to rallies and say I'm working as hard as I can to make the border as secure as possible and we'll fight again in 2021 after I'm reelected on actually changing the law but I think from talking to people within the White House and talking to the president's allies this is all about messaging for 2020 trying to show that even though his immigration policies have not produced the outcome that he said that they would that he's working hard on the issue on the he's doing what previous presidents were not willing to do You were mentioning in your piece in The Washington Post that the culture of the Secret Service just doesn't handle a lot of these kind of knee jerk administrative changes to well. You know the Secret Service is not an agency where you're turning out new leaders every year every 2 years this is an agency that really relies on continuity on people having the confidence to know that they're going to be in place for a long time and especially the way that this firing was handled it was not handle in a way that allowed the leader of the Secret Service to bring all of his people together and say listen this is what's going to be happening this is who's going to be replacing me instead it was I heard from a Secret Service agent source that they all found out about this by watching t.v. They didn't hear from their leader until after the news had broken on c.n.n. And it was not necessarily the way to the Secret Service likes to operate they like to be much more professional and much more organized an orderly and that didn't happen in this case so there is a little bit of a morale hit that is taking place at the Secret Service as they try to. Rebound from this very swift announcement that their secret service if it's going to be leaving his post pretty quickly reminds me a bit of how he dumped James Comey how that was done very similar to James Comey also didn't even know that he was being fired until he saw it on on television Yeah very similar to President. Next for firing people in very strange ways that leave bitter feelings and don't allow them to you know sort of take a graceful exit unless he really really likes them or been a couple of exceptions to that rule Nikki Haley being one of them but for the most part of President has fired people on Twitter he's fired people on t.v. He's fired people with leaks to the media and it really is a study in and his management style that he's getting rid of people in these ways that give them incentive to speak out against him or to leak information the state damaging to him when it's not necessary that that he that he does this that he embarrass the people that came to work for him and it also makes it hard to recruit for going to try to recruit people not necessarily. In an enticing idea that you one day will be fired by Twitter by the president of the states but that's a good point yeah it's all cards and flowers on the way and it's a Twitter announcement on the way out right. Jug Grassley The Washington Post also did a piece on Chuck Grassley warning the White House not to oust any more top immigration officials tell us again who just Grassley is and why that's important he is one of the most senior Republicans in the Senate and the senator from Iowa he has basically told the president not to go forward with more firings because there are news reports that the president wants to really clean house and fire more people and you have to remember that the Senate is supposed to have the advice and consent role when it comes to thousands of nominees across the government and so many officials within the troubled ministration. Are and are operating in an acting capacity meaning they haven't been confirmed by the Senate and that's especially true at d h s where there are several acting officials who were never confirmed by the Senate so they're holding to the president but not confirmed by the Senate and folks like Chuck Grassley are saying you know not only the president need to fill the positions that are empty but he needs to make sure that he said inning nominees that can be confirmed by the Senate have the stamp of approval of the advice and consent of the Senate before moving forward with major policy initiatives that are being carried out by acting officials people that aren't even fully confirmed just there on a temporary basis so that's why as Senator Grassley said the president should not do any more firings that he should work on making sure that he has fully staffed his Department of Homeland Security with people who are confirmed by the Senate and fully operational to carry out the president's goals I guess he was talking to Mick Mulvaney who really has the president's ear it would seem and also is a kind of now the president's mouthpiece on all the Sunday shows and you know when when Trump want to get a message out to sort of the mainstream institutional establishment through those Sunday shows he kind of which Mick Mulvaney out there but I don't know Mick Mulvaney at least according to the piece in The Post just sort of like wasn't necessarily to engage by the conversation with Grassley and in terms of curbing Trump in any way yeah and Mick Mulvaney is actually the acting chief of staff he also has an acting prefix that is in his term and he doesn't have to be confirmed by the Senate maybe just for whatever reason to trump the Trump administration chose to make him an acting chief of staff and not a full chief of staff maybe if addition ing for a permanent job there but the right this is a president that does not have the type of shackles and constraints that he had previously under Chief of Staff John Calley and in some ways Mick Mulvaney is allowing the president to do what he wants and it's not putting any guardrails around him in some ways McMo. They may not even be involved in some of the important decisions that are being made at the White House and that's going to be a cause for concern in Congress Congress often operates through the chief of staff in trying to get messages to the president but if it seems like the chief of staff is on the outside of the decision making process it's going to make it tough for even Republican members of Congress to bite their tongue and to speak and to keep from speaking out against the president or starting to see a growing number of Republican lawmakers speaking out publicly against a president saying that they're not in agreement with some of the things that he's doing and they need to change course and I'll let you go this will be my last question but I'm really glad you mentioned those because I was always hearing that those 2 things I would hear about the Donald Trump presidency one was you know there were adults in the room and were keeping him from doing things that you know might be damaging to the institutions that underpin our democracy blah blah blah and there was that you know the blind op ed that was written to that effect but the but the other was that prompt himself will will get pushback from Republicans eventually in a big way and that big Bush hasn't really come so far. No it hasn't we he rarely see Republican speak out publicly and say what they're saying behind closed doors about their discomfort and their disillusion with what the president is doing now the president has a lot of support in the Republican Party his hold on the base is very strong so it is a risk for Republicans to come out across the president but it has been amazing to see how silent Republican lawmakers have been when the president has done things that they have been vocal about in the past either with past presidents or just before Come took office now they seem willing to sort of go along to get along some say they try to convince the president behind closed doors but that hasn't really been very successful or productive as a strategy we've seen the president do a lot of things that make Republicans concerned in an unhappy but they have been unwilling to sort of stick their necks out there and meet subject themselves to the Twitter wrath of the president knowing that he's going to you know hit them with a nickname or attack them and send all of his Legion the followers against them so we have seen Republicans to sort of. It go silently along with a lot of other things that the president is doing but at least when it comes to this string that was a departure from the Department of Homeland Security this issue that's that's do with national security we're seeing some Republicans speak out to say that this is concerning and that the president needs to make sure he has people in place to guard the homeland and not leave empty positioned for people who should be in place to make sure that they're carrying out important national security policy across the government you know what a wild important story thank you toto rip and from the Washington Post here's our piece is there today in The Washington Post Trump removed Secret Service director as purge of v.h.s. Fruit flies that carry a gene for Huntington's disease appear to receive a protective boost against brain damaging illnesses like Huntington's disease when they change the insects sleep cycles in a way similar to jetlag. It seems counterintuitive said this researcher and this is a quote but we showed it a little bit of stress is good the team says the findings could lead to new strategies preventing or even slowing the onset of progressive brain diseases like Huntington's disease and like the fight or flight syndrome if you'll pardon the expression in the case of fruit flies you know. It's the sleeper flight they focused on fruit flies their brains are wired for sleeping and waking cycles as I say that are similar to humans and they altered the usual 24 hour day rhythm for a group of these insects and those insects were put on a 20 hour cycle where periods of light and dark were altered every day. They found that minor stress of daily jetlag seemed to strengthen the brain of those creatures in important waves. Well law enforcement was not so sympathetic. A Richmond County sheriff's deputy witnessed this incident that occurred on March 29th and cited this woman for disorderly conduct the officer wrote in a copy of the ticket she allowed her male child to urinate in the parking lot I've observed the males genitals and the euro nation. Nor is it protecting right and and I take it like that I could force you to have to register if you're convicted of what a sex offender Absolutely I have had acquaintances who have been faced with that possibility for peeing in public on a beach and that that's a possibility I had to do it once in public that I remember we were in Italy and it was at the top of the mountain this restaurant and it was a it had probably seeded maybe 7080 people kind of school tables and the like and they had 2 bathrooms and I really had to go and one was being used and the other one was just you didn't want to go there right so I go outside and do it and come back and I said what's that signs and the guy goes where a wolf's. Not really and I think I found that out after having to run into people from going in public is that it you have you know we need more of those signs exactly we have to get more wells that's what you need you know I think about women who are you do pay for the same thing and I think about women generally but I think about women who are faced with the same thing I mean you know what if it had been the woman who needed to go you know and you'll see this you know Brett you talk about covering your story there are a lot of women who are journalists who are out there with the guys who are on whatever freeways been shut down or there's some incident out in the open they've got to find a place to go to the bathroom they have the same needs but they don't quite have the same options right it's kind of it's kind of the Wild West when it comes to that it really is and I have had a lot of friends and in the business who have faced that and there are a lot of bladder infections associated with people who are out covering stories because they can't find a bathroom they're holding it too long but you should return to the news business you know really obey the law. Personally think about that you know a lot of these reporters are on camera women people recognize yes they don't want to be seen crouching down you know doing their business by the side of the road it is it is definitely an issue and I would. Say that there are some keen reporters who have been able to kind of find a way to to cope out in the field during long non-ending stories because it is pretty.
