Anything like this occur as a result of spalling concrete. >> spalling refers to the surface of concrete breaking or peeling away. it's sometimes indicative of a deeper more structural issue. you know that rebar is that goes inside concrete? if there's a little space and humidity they start to rust, especially adjacent to saltwater, the ocean. as that happens, they will expand and they can actually push concrete and other building materials out as that happens and you will see cracks. that's a possibility. it's not that unusual in a seaside building to have some degree of corrosion. but for it...
