[File, Standard] The High Court in Kabarnet has barred the National assembly and Senate Speakers from admitting to the bicameral house the decision by Members of the Baringo County Assembly to reject the Building Bridges Initiative (BBI) Constitutional (Amendment) Bill 2020. Justice Justus Momanyi further referred a petition filed by six people challenging the rejection of the Bill to the acting Chief Justice Philomena Mwilu for directions. “By consent of both counsels the petition is referred to the Acting Chief Justice Philomena Mwilu to empanel a bench of three or five judges to hear and determine the application and the petition since it raises weighty issues of constitutional law and public importance,” said Justice Momanyi in his ruling delivered yesterday. ....

Busia and West Pokot counties have passed the Building Bridges Initiative Constitutional (Amendment) Bill. The two counties became the fourth and fifth counties after Siaya, Kisumu and Homa Bay counties to pass the Bill on Tuesday. In Busia, Members of the County Assembly unanimously endorsed the documents. Out of the 53 MCAs, only one nominated member, Bernard Odako from Budalang’i opposed the bill during the voting session that was presided over by Speaker Bernard Wamalwa. [Kipsang Joseph, Standard] A petition challenging the decision by Baringo County Assembly to reject the Building Bridges Initiative Constitutional (Amendment) Bill was yesterday filed at the Kabarnet High Court. Three ward representatives filed the petition seeking orders to stop Speaker David Kerich from certifying the results of the February 11 sittings that turned chaotic. They want him not to act in any manner whatsoever in implementing the decision of the members on the day the Bill was rejected. ....
