The National Defence Industry Council (NDIC) has updated Parliament’s Joint Standing Committee on Defence (JSCD) on its initiatives, from small arms manufacturing to alternative funding models, that will help the struggling South African defence industry.
The NDIC was launched by the Minister of Defence and Military Veterans Nosiviwe Mapisa-Nqakula in March 2016, with the Council chaired by the Secretary for Defence. The NDIC consists of senior government officials, captains of industry and the South African Aerospace, Maritime and Defence Industries Association (AMD). It has been tasked with developing a Defence Industry Strategy and a plan for implementation to develop and transform the industry. The NDIC originates from an appreciation that the local defence industry cannot exist and develop effectively on its own without the targeted support and direction of government.

The declining defence budget and the poor state of Denel are having a negative impact on the South African defence industry, Parliament’s Joint Standing Committee on Defence (JSCD) has said.
In a committee report dated 26 February, the JSCD examined the state of the South African Defence Industry (SADI), after engagements with the National Conventional Arms Control Committee (NCACC), Armscor, Denel, the National Defence Industry Council (NDIC) and the South African Defence Industry (SADI), represented by the Aerospace, Maritime and Defence Industries Association (AMD).
It said one of the biggest challenges facing the defence industry in South Africa is the declining defence budget and its subsequent negative impact. The Defence Budget shortfall means that the South African National Defence Force (SANDF) cannot modernise through the acquisition of equipment and systems while maintenance, repair and overhaul (MRO) is also falling behind. âThe defence budget shortfall means the South African National Defence Force (SANDF) cannot modernise through the acquisition of equipment and systems while maintenance, repair and overhaul (MRO) also falls behind. That the Special Defence Account (SDA), designed for SANDF weapons acquisition and long-term research and development (R&D) projects, is being phased out is one of the main reasons for this situation.

Finance Minister Tito Mboweni has shot down calls by the Portfolio Committee on Defence and Military Veterans (PCDMV) for more funding for border security, the Special Defence Account and the mid-life upgrade of SA Navy vessels.
In the 2021 Budget Review published on 24 February, the minister responded to the PCDMV Budgetary Review and Recommendations Report (BRRR).
The PCDMV had recommended the Minister of Finance consider an additional ring-fenced allocation to gradually increase the number of sub-units from 15 to at least 22 sub-units for border safeguarding by the South African National Defence Force (SANDF). “This increase will assist the SANDF in countering cross-border crime and adhering to its legislated function to effect national border control.”
