新中国成立后，党和国家确立了优先发展重工业的方针，鹤壁煤炭大规模开采由此开始。1951年7月，鹤壁煤矿筹备处成立；1952年6月11日，第一对现代化矿井陈家庄煤矿开工建设；1954年，国家将鹤壁列为重点建设矿区。
伴随着社会主义建设高潮的到来，矿区面积不断增大，人口迅速增多，一个新兴煤炭工业城市应运而生。1957年3月26日，国务院第43次全体会议批准设立鹤壁市，市人民委员会暂驻鹤壁集。同年5月17日，中共鹤壁市委经中共中央批准成立，郝明甫为第一任市委书记。这颗豫北明珠首次以“鹤壁”之名，在历史上绽放光芒。
国家的举旗定向让煤城鹤壁投入到如火如荼的建设发展之中。1959年11月30日，郭沫若写就的《西江月》一词，“鹤壁蒸蒸日上，乌金滚滚汪洋”展现了当年鹤壁火热的建设景象。
