Since 1999, relatives of Laurie Bible and Ashley Freeman, known as the "Welch girls," have been trying to find the bodies of the murdered girls.
The victims' families reportedly asked for legislative intervention "when they realized the person guilty of accessory to murder was to be released after serving so little time in prison."
