[경남] 미활용 폐교 94곳 중 올해 29곳 매각-대부-자체활용 경남지역에 학생이 없어 문을 닫은 '폐교'가 584곳이나 되고, 미활용되고 있는 94곳 가운데 올해 29곳을 매각·대부·자체활용하는 것으로 파악되었다. 14일 경상남도교육청(교육감 박종훈)은 '폐교 활용사업'을 통해 이같이 밝혔다. 교육청은 "적극적인 폐교재산 활용으로 지역사회 발전에 기여하고, 미활용 폐교재산을 줄여 재산관리와 지방교육재정의 효율성을 제고하고자 한다"고 했다. 경남지역 전체 폐교는 584곳이고, 2020년 말 기준으로 매각 등 자체 종결처리 338곳, 대부 97곳, 자체활용 55곳이며, 미활용은 94곳이었다. 경남교육청은 미활용 폐교(94곳) 가운데 31%인 29곳에 대해, 13곳 매각과 10곳 대부하고 6곳은 자체 활용을 추진한다. 교육청은 "3월 16일부터 5월 21일까지 18개 교육지원청의 미활용 폐교를 대상으로 현장 실태 조사를 벌였고, 내·외부 위원으로 구성된 '폐교 활용 전담팀'에서 폐교 실태를 분석했다"고 밝혔다. 지난 6월 말 현재 거창 소재 4개교, 사천 소재 1개교, 하동 소재 1개교는 해당 지방자치단체에 매각되어 지역주민 소득증대시설이나 편의시설 등으로 사용될 예정이다. 다른 7개교는 교육용시설이나 소득증대시설 등으로 대부 계약이 완료되었고, 나머지 4개교는 미래교육원센터와 행복마을학교 등으로 자체활용된다. 이 가운데 8개교는 공유재산관리계획과 공유재산심의회에서 의결·심의되어 지방자치단체 등에 매각될 예정이고, 3개교는 대부 협의가 진행 중에 있어 곧 계약이 체결될 전망이라고 교육청은 밝혔다. 매각되는 폐교는 사천 대방초 마도분교, 하동 노량초 김양분교, 거창 거창중 신원분교, 가조중 가북분교, 하성초, 석강초이고, 대부는 통영 원양초 도덕분교, 밀양 무안초 운정분교, 밀양 안법초, 거제 대금초, 함안 서촌초, 법수초 우거분교, 남해 남명초 평산분교다. 경남교육청은 "남아있는 미활용 폐교의 활용을 위해 교육지원청 담당자가 참고할 수 있는 '폐지학교 관리 실무 매뉴얼' 발간을 추진하고 있다"고 했다. 또 경남교육청은 "폐교재산이 지역 발전에 기여할 수 있도록 지역민과 지방자치단체에게 수의계약으로 매각 또는 대부 용도를 확대하는 '폐교재산의 활용촉진을 위한 특별법' 개정 안건을 전국 시도교육감협의회 총회에 상정할 예정"이라고 했다. 황둘숙 재정과장은 "지자체와 소통을 강화하여 폐교 재산이 지역민과 함께하는 공간으로 재탄생될 수 있도록 하고, 지방교육재정에도 도움이 되도록 상생방안을 찾겠다"고 말했다.
