'Utterly unconscionable': NDIS agency looks to reduce costs by increasing 'participant exits' | National disability insurance scheme

The agency that runs the national disability insurance scheme is seeking to increase the number of people that “exit” the scheme and reduce overall spending on funding packages through a “targeted review of existing participant plans”, internal documents show.
Leaked documents last month revealed the agency had set up a Sustainability Action Taskforce (SAT) with the aim of slowing spending on participant plans and growth in participant numbers.
The National Disability Insurance Agency has refused to discuss the actions of the taskforce, which Labor and the Greens have dubbed a “razor gang”. But new documents obtained by Guardian Australia under freedom of information laws provide further insight into its aims.

The introduction of independent assessments to the National Disability Insurance Scheme would save the federal budget $700m and lead to smaller funding packages “on average”, according to secret government documents that contradict Coalition claims the policy is “not a cost-cutting measure”.
Under proposed changes to the eligibility assessments process, participants would undergo a three-hour interview with a government-contracted allied health professional instead of submitting reports from their own treating specialists.
Asked in March whether the policy was aimed at finding efficiencies within the $22bn scheme, the former minister, Stuart Robert, insisted: “This is not a cost-cutting measure … at all.”

The agency that runs the national disability insurance scheme has quietly established a new taskforce aimed at cutting growth in funding packages and participant numbers.
Guardian Australia has obtained an internal document, published below, that shows the National Disability Insurance Agency has created a new unit to make “short term, immediate changes” to the scheme, citing a forecast “cost overrun in 2021-22”.
“The actions of the [Sustainability Action Taskforce] will make immediate changes to slow growth in participant numbers, slow growth in spend per participant and strengthen operational discipline, in accordance with the requirements of the NDIS Act and Rules,” the three-page document, marked “sensitive”, says.
