　　1978年10月，黄文辉14岁就考入了清华大学，1983年9月，黄文辉到华中工学院（现为华中科技大学）攻读硕士研究生。
　　政知君注意到，黄文辉的仕途经历一直在本省，研究生毕业后曾在福建省节能技术服务中心工作了10年，1996年转换赛道，任福清市科技副市长，两年后转战厦门。
　　在厦门工作期间，他历任厦门市科委主任助理、副主任，厦门市政府副秘书长、办公厅主任，厦门市委副秘书长、办公厅主任等。
　　“两办”是市委、市政府的运转中枢，担负着贯彻落实市委、市政府决策，承上启下，联结内外，组织协调全市经济社会发展的重任。当地媒体曾称，黄文辉是厦门为数不多的曾先后担任市“两办”主任的干部。
　　2014年6月，时任厦门市委副秘书长的黄文辉兼任厦门火炬高技术产业开发区党工委书记、管委会主任 ....
