下午两点钟，执法人员来到通州区玉桥中路附近，这里集中着不少餐馆。此时已经过了中午就餐高峰，各餐厅的顾客并不是很多。“您好，我们进行联合执法，检查您这儿的隔油设施。”告知餐厅工作人员检查目的后，执法人员直奔后厨。按照要求，后厨的水槽下方应该安装隔离油和水的设施，以防止油渍进入排水管网。
北京市水务执法总队第五分队分队长赵东领说，之所以要求餐饮企业将油和水分离，主要是因为油渍如果违规排放至排水管网，天长日久板结的油脂将附着在管壁内，进而影响城市排水功能。
