Monroe, Livingston County officials on COVID-19 vaccine rollout

ROCHESTER, N.Y. (WHEC) — There's a lot of confusion out there when it comes to who is eligible for phase 1b of the COVID-19 vaccine rollout, and exactly when it will actually begin. In a surprise announcement Friday, Gov. Andrew Cuomo said the next phase would start Monday, but so far only a few people have received that vaccine. 
A few county health leaders say they're still far from completing phase 1a rollout of their vaccination plan. They need more time before starting the next phase.     
Getting as many needles in the arms of health care workers is what the state wants to see, but in reality, the phase 1a vaccine plan is moving slower than expected. Livingston County Public Health Director Jennifer Rodriguez says 2,500 doses have been administered so far.
