Why Borno State Govt is delaying payment of promotion benefits â HOS By Yakubu Uba Maiduguri, May 1, 2021 Mr Simon Malgwi, the Borno Head of Civil Service, has said that the delay in the payment of workers promotion benefits was caused by anomalies discovered in some promotions.
