Water that came in and prevented any of the back-up coolant operations from going forward? >> that's precisely right. the whole issue is trying to keep that reactor cool. as we have discussed before, it's like an ovp. if i put a pan in the oven, it gets hot. if i shut off the oven and i go in and reach for that pan, i'm going to burn myself because the pan is still hot even though the oven was turned off. the plant was shut down but it's still generating heat. the tsunami knocked out all the back-up generators. so there's no electricity to pump in cool water. there may have also been a problem...
