NEW DELHI: Unable to effectively control the menace of pesky callers and unsolicited messaging, the government has finally decided to slap financial penalties on offenders, also putting in place a mechanism to dismantle the infrastructure of repeated troublemakers, including disabling their numbers and mobile devices.
The maximum penalty has been fixed at Rs 10,000 per violation, and the telecom department also created two special wings — digital intelligence unit (DIU) and telecom analytics for fraud management and consumer protection (TAFCOP) — to track crimes committed through telecom networks.

In a breather for bulk message senders, the Telecom Regulatory Authority of India (TRAI) on Tuesday said it was suspending the Unsolicited Commercial Communication (UCC) norms for seven days to enable principal entities (PEs) register the template of SMS with telecom service providers (TSPs).
The development follows disruptions to several services and transactions such as net banking, credit card payments, and rail ticket bookings on Monday as SMS and one-time passwords (OTPs) could not be generated on customers’ devices, with TSPs implementing the new rules for unwanted commercial messages, called scrubbing.

Telecom regulator TRAI on Tuesday suspended the newly-implemented norms for commercial text messages for one week, following major disruptions in SMS and OTP deliveries for banking, payment, and other transactions.
The norms that pertain to content template checks and balances for text messages came into effect on Monday. Its temporary suspension now would give commercial entities, sending out messages and OTPs to customers, a reprieve and more time to comply with the stipulated requirements.
