IL Gov. JB Pritzker signed a bill overhauling mandatory supervised release that aims to raise success rates and lower recidivism for former inmates.
“This is a community that has always wanted to work, but the stigma associated with having a criminal record and then being incarcerated makes it hard for individuals to secure employment,” one advocate said.
