Out -- this goes back to your earlier question. it really comes down to the question of how much latitude does the president have in making those judgments to make judgments that are frankly ridiculous. and the statutes in question don't say, don't put parameters on what you can consider a national emergency or how urgent it has to be or what happens if you say i'm declaring a national emergency even though i don't need to, which is what he said. and those are the questions that a court is going to have to -- or the court is going to have to figure out. >> those same states, including californ...
