Plans to reopen a long stretch of Shepard/Warner Road near downtown St. Paul on Monday have been thwarted by heavy rain that’s sent river levels rising once again.
After a nearly monthlong closure due to flooding along the Mississippi River, a long stretch of Shepard/Warner Road near downtown St. Paul is set to reopen by Monday evening.
Police have not confirmed if there were any injuries.
