早在2016年住房和城乡建设部修订的《城市公共厕所设计标准》就要求，城市中的一类固定式公共厕所，二级及以上医院的公共厕所，商业区、重要公共设施及重要交通客运设施区域的活动式公共厕所，均应设置第三卫生间。同年12月，原国家旅游局也发布通知，要求全国5A级旅游景区都应配备第三卫生间。
上述标准和要求表达的态度很明确 第三卫生间并不“小众”，是人们的正当需求，应被重视并加以满足。相关标准更体现出社会发展和城市管理 ....
