As of press time Wednesday Proposition HH, which promised property tax relief in exchange for a long-term reduction in Taxpayer Bill of Rights refunds, had failed to obtain voter approval statewide. Rio Blanco County voters also voted against the proposition 1,527 to 327. Proposition II was approved statewide, allowing the state to retain tax revenue
