Low-cost spay and neuter clinic held in Luzerne County

The NEPA Animal Welfare Collaborative sponsored the clinic along Hazel Street in Wilkes-Barre. Officials say there's an overwhelming need for low-cost spay and neuter services for both domestic and feral cats.
