The Bureau of Immigration has issued a Look Out Circular against Guanhua Wang, a Chinese national and one of the main accused in a pan-India online Ponzi scam involving siphoning of hundreds of crores of rupees using a complex network of mule bank accounts, shell companies/firms and crypto-traders.
