Unsuccessful 2018 Republican gubernatorial candidate Steve Obsitnik is being fined $90,000 in connection with an investigation into whether he violated a state clean-election law when his campaign received a $1.3 million public financing grant and still benefited from more than $88,000 in spending by a supposedly independent political action committee.
