Voted and-- >> we have the u.s. chamber and we have the manufacturers, and we have some of the other folks that were working on this to get this to work on the republicans, because you know what was the drill on the republican side, republican leadership was whipping no, but the business community was trying to get republicans to get there. so, i truly feel that if this would have been put on the floor, the republicans, some republicans would have voted in favor and then some of the progressives who said they wouldn't vote, they would have not voted to send billions of dollars to their states....
