Illinois Senate passes police reform bill SPRINGFIELD, Ill. — Early Wednesday morning, the Illinois Senate passed House Bill 3653, formerly House Bill 163, a criminal justice reform proposal. State Sen. Win Stoller, (R-Germantown Hills), voted no, saying, “What we witnessed in the middle of the night is not the way democracy is supposed to work.
