Longtime Mesa County employee and head of its Department of Human Services, Tracey Garchar, died on Sunday. He was 48. While the full details of his death aren’t yet known, county officials said he died in his sleep while on a turkey hunting trip with his family. Garfield County is seeking to qualify its four west-end communities for Colorado’s Rural Jump Start program, providing tax breaks for new businesses. County commissioners on Monday agreed to sign on to a letter from Associated Governments of Northwest Colorado to the Colorado Economic Development Commission, seeking to make Rifle, Parachute, Silt and New Castle eligible for the program.
