Developer wants tax breaks to convert warehouse to apartments in White Plains
Mill Creek Residential Trust, of Boca Raton, Florida, presented plans to the Westchester County Industrial Development Agency for an $89 million apartment building in White Plains contingent on receiving $8.5 million in tax breaks.
