GUWAHATI: The state budget, presented by finance minister Ajanta Neog, came as a big relief to borrowers of microfinance loans, for whom the state government has proposed a budgetary allocation of Rs 7,500 crore.
The main features of the scheme include categorization of clients into three groups headed by first category clients who have been regularly repaying their loans. Neog proposed to provide them a supportive incentive of Rs 25,000 for maintaining good credit discipline.
Category II clients are those whose payments are overdue by one to 89 days. For these clients, she said the overdue amounts would be paid. “Thereafter, once their accounts are classified as standard and they start servicing their instalments in time, they will be entitled to an incentive of Rs 25,000,” she added. ....

Opposition Congress has promised waiver of loans taken from MFIs if the party is voted to power in Assam in the upcoming assembly polls. Assam saw a spate of loan defaults and stress in rural households, raising the spectre of repayment crisis that hit Andhra Pradesh in 2010.
He said that Assam Microfinance Institutions (Regulation of Moneylending) Bill, 2020, which was passed in state assembly, is awaiting the Governor’s nod.
With microfinance lending turning out to be an election issue in Assam, finance minister Himanta Biswa Sarma said the government will waive the loans taken by poor women. ....
