This seems to be a distinct possibility not only because of the high minority population in the town but also because the BJP and Congress have not been contesting on the minority-dominated wards in the municipal election there. Godhra where the 2002 Sabarmati Express carnage took place triggering riots across the state has seen an unstable and inefficient municipality. It has 11 wards that elect 44 councillors most of whom are independents. Out of the 44 seats 20 seats are in the five wards in minority-dominated areas. Since BJP and Congress did not field candidates here, all the corporators from here were elected as independents in 2015.
