HÀ NỘI Vietnamese Minister of Foreign Affairs Phạm Bình Minh and his Cambodian counterpart Prak Sokhonn on Tuesday co-chaired the 18th Việt Nam-Cambodia Joint Commission of Economic, Cultural, Scientific and Technological Cooperation held via video conference.
