Alf Vincent was sentenced 52 years ago to open ended preventive detention, on charges of indecent assault.
He was refused parole 48 times, before being released from Wellington s Rimutaka Prison to a rest home last year.
The 83-year-old had stage five dementia .
Human rights lawyer Tony Ellis says Senior Crown Counsel advised him yesterday Vincent had died.
He says the rest home is taking care of the funeral arrangements ....

Vincent, a sex offender originally from Canterbury, was most recently in a high-dependency unit at Rimutaka Prison, north of Wellington.
In 1968, after earlier sexual offences against boys, he pleaded guilty to seven charges of indecent assault and was sentenced to the open-ended term of preventive detention.
He was eligible to be considered for parole after seven years and went before the Parole Board most years after that.

In 1966, aged about 29, the sentence was up to 18 months’ jail for permitting a boy to do an indecent act on him.
In October 1967 he turned 30, and that year too he was caught, as he was in 1968. He pleaded guilty to seven charges of indecent assault, involving five boys aged 12 to 14.
Three of the boys were taken for a ride in Vincent’s car, just once each, when he masturbated in front of them and “interfered with their private parts”.
The other two boys received the same abuse as the other three, plus one was kissed, and the other performed and received oral sex, and Vincent simulated intercourse with him. ....

Although he has been considered for parole many times, 52 years later he is still serving the sentence because the Parole Board said he remained an undue risk to the safety of the community.
In her decision issued from the High Court in Wellington Justice Mallon said that if Vincent had not been sentenced to preventive detention, he would have received no more than 10 years’ jail.
“He has been refused parole at least 48 times, most recently on August 19, 2019. He is apparently New Zealand’s longest serving prisoner.
“How can this be?” she asked.
“I consider the process which ought to have enabled his release some time ago has miscarried. He no longer represents an undue risk to the safety of the community.” ....
