The government has no plans to give general amnesty to the militants in Jammu and Kashmir and Maoists who give up violence and arms struggle, the Lok Sabha was informed on Tuesday.
"There is no proposal for general amnesty to the militants," Minister of State for Home Kiren Rijiju said in reply to a written question.

GUWAHATI: The security scenario in Assam improved during 2020, reflects a latest report of MHA (Ministry of Home Affairs). The Centre's data indicate that only 15 insurgency-related incidents were reported from across Assam in 2020 – which is the lowest since 1999, when 451 such incidents were reported.
During 2020, five extremists died in encounters, 79 arrested, and 2,616 others surrendered. Some of the surrendered militants also handed over 421 firearms to the administration while security forces recovered 73 other firearms. The MHA report also states that two civilians were killed and two others were kidnapped that year.
On January 23, 2020, a total of 644 cadres surrendered their arms. During that surrender ceremony in Guwahati, 301 militants were from the 'National Liberation Front of Bengali'; 178 from 'Adivasi Dragon Fighters'; 87 from 'National Santhal Liberation Army'; 50 from ULFA-I; 13 from 'Rava National Liberation Front'; eight from the NDFB; six from the KLO; and one from the 'Communist Party of India/Maoist'.

Aimed at strengthening the Special Forces or intelligence branches in Maoist-hit states, the Centre has extended the duration of its ongoing Special Infrastructure Scheme (SIS) till March end.
The SIS including construction of 250 Fortified Police Stations (FPS) in Left Wing Extremism (LWE) affected areas is going on since 2017. The scheme was initially approved for a period of three years from 2017-18 to 2019-20.
"Now, SIS scheme has been further extended up to March 31, 2021," Union Minister of State for Home G Kishan Reddy said in the Lok Sabha on Tuesday (16 March).

NEW DELHI: The strength of women personnel in state and Union Territory police forces registered a significant 16% jump last year, with their share rising to 10.3% as on January 1 this year (reflecting 2019 data) from 8.9% on January 1, 2019. Though the improvement is welcome, the cumulative percentage and numbers continue to reflect the male domination of police forces.
Among the states, Bihar police —covering civil police, district armed reserve, special armed police and India Reserve Battalions — had the highest share of women personnel at 25.3%, followed by Himachal with 19.15%, Chandigarh with 18.78% and Tamil Nadu police with 18.5% women personnel. Overall, almost one-fifth of sanctioned positions for personnel in police forces across the country remain vacant.
