The IoT Cybersecurity Act of 2020: Implications for Devices


A universe of devices and technology has fallen into our laps at a speed that organizations struggle to manage effectively. And that boom in devices shows no signs of stopping. In 2019, there were an estimated 9.9 billion Internet of Things (IoT) devices. By 2025, we expect 21.5 billion. As more information about IoT device vulnerabilities is published, the pressure on industry and government authorities to enhance security standards might be reaching a tipping point.
Last month’s passage of the IoT Cybersecurity Improvement Act of 2020 means all IoT devices used by government agencies will soon have to comply with strict NIST standards. While it’s a progressive step for the network security of the U.S. government, standards will not apply to the IoT market at-large. The National Institute of Standards and Technology (NIST) has been an active driver of Internet of Things (IoT) cybersecurity efforts for several years, convening stakeholders from the federal government and the private sector to develop IoT risk management guidance. To date, NIST’s Cybersecurity for IoT Program has collaborated across the wide IoT ecosystem to develop seminal voluntary guidance, including an IoT Device Cybersecurity Capability Core Baseline, which defines a set of device cybersecurity capabilities for organizations to consider when managing IoT risk.

IoT cyber law signed amid growing vulnerabilities -- FCW

On December 4th, President Trump signed the IoT Cybersecurity Improvement Act of 2020, which directs the National Institute of Standards and Technology (NIST) to create standards and guidelines on the use and management of internet of things devices by federal agencies and to develop guidance on vulnerability disclosure and the resolution of disclosed vulnerabilities.
The bill could not be any more timely. Four days after the act was signed into law, the Cybersecurity and Infrastructure Security Agency (CISA) released an advisory on AMNESIA:33, a set of 33 vulnerabilities impacting four open source TCP/IP stacks which collectively serve as the foundational components of millions of connected devices worldwide. On December 15, 2020, the National Institute of Standards and Technology (NIST) released four new draft Internet of Things (IoT) cybersecurity documents to provide guidance for federal agencies and device manufacturers. Additionally, NIST is updating its catalog of IoT cybersecurity capabilities.
The concurrent release of this slate of IoT cybersecurity guidance comes on the heels of the IoT Cybersecurity Improvement Act of 2020, signed into law on December 4. NIST explains that the new documents “will help address challenges raised in [the Act] and begin to provide the guidance that law mandates.” As NIST acknowledges, “[b]ecause companies that do business with government agencies will need to interact with technology the government finds acceptable, the guidance is likely to have far-reaching influence.” ....

Internet of Things (IoT) devices have the potential to transform our home and work environment by integrating a growing range of “smart” wirelessly connected sensors into our daily lives. Recognizing the growing importance of IoT consumer and enterprise devices as well as their potential vulnerability to cyber attacks, both houses of Congress passed H.R. 1668, the IoT Cybersecurity Improvement Act of 2020 (the Act), which President Trump signed into law on December 4, 2020.
The Act mandates the creation of cybersecurity minimum requirements for IoT devices used by the federal government. Although intended to ensure the security of government information systems, these IoT minimum security requirements update existing National Institute of Standards and Technology (NIST) guidance regarding IoT cybersecurity.
