At a time when the global economy is facing a confluence of threats such as the unprecedented Covid-19 pandemic, an escalation of trade disputes, an abrupt tightening of global financial conditions and intensifying climate risks, the global policy climate for trade and investment has not been as kind as it was in the heydays of export-led growth and development.
Yet the need to attract investment, support industrialisation and promote exports, economic diversification and structural transformation is as great as ever for developing countries, including Uganda.
It is in this context that several countries have adopted free zones as an industrial policy and a response to this increasing competition for internationally mobile investment and offered attractive fiscal and non-fiscal incentives and infrastructure within those geographically delineated areas to win the investment. ....

Uganda’s Manufacturing Sector
Uganda’s manufacturing sector might have its challenges, but there are many public and private stakeholders intent on helping develop it

During the 1990s and early 2000s, Uganda made the transition from a predominantly agricultural to increasingly industrialised country, and was praised for its economic policies of government divesture, privatization and currency reform. With the return of political stability to the country, foreign companies and lending institutions began investing in the manufacturing sector, in businesses such as cement factories, drinks manufacturing plants and textiles and steel mills.

However, agriculture is still the largest contributor to the country’s GDP. Uganda’s manufacturing industries are primarily based on processing these agricultural products including tea, tobacco, sugar, coffee, cotton, dairy products and more. Construction of Uganda's First Public Free Zone Starts

Minister of Finance, Planning and Economic Development Maria Kasaija on Sunday commissioned the construction of the first Public Free Zone in Uganda at Entebbe International Airport adjacent to the Cargo Terminal.
The minister represented President Museveni at the commissioning of the Shs47 billion flagship project, which is fully funded by the government.
It complements other national projects like the Entebbe Express Highway, Uganda Airlines, and the on-going expansion of the Entebbe International Airport.
The Project will directly contribute to the achievement of NDP III, and the NRM Manifesto of 2021-2026. On completion, the Free Zone will house seven production units and a trade house that will host offices of UFZA, URA and other government offices to facilitate the smooth flow of business in the Zone. ....

According to Bank of Uganda, the country’s export value was $3,822.99m in the Financial Year (FY) 2019/20, compared to $3962.47m recorded the previous FY2018-2019. This represents a decline of about 3.52 per cent. With a weaker global demand due to the negative effects of Covid-19, the country’s exports are likely to reduce further.
In the recently released Monetary Policy Statement for August, economic growth in FY2020/2021 is projected to be in the range of 3.0 per cent to 4.0 per cent. ....
